南安金改稳步推进多措并举助力实体经济

　　新增4家农村增信服务公司解决农户小微企业http://www.stonebuy.com/enterprise/贷款难

　　东田镇东田村村民陈女士经营服装厂，今年想再扩大生产，可流动资金不足的难题一直困扰着她。

　　11月14日，由东田村村民发起设立的五福增信服务有限公司成立，注册资金200万元，与南安http://www.shicai.com.cn/农商银行开展合作，主要为辖区农户、小微企业http://www.stonebuy.com/enterprise/贷款提供担保，最高担保额为100万元。

　　该公司负责人说，公司成立后，就成功为陈女士贷到20万元。东田村养殖业、种植业很发达，有些村民还开店做生意。村民要扩大生意、种植、养殖规模都需要大量资金。

　　“村民没担保人，也没能提供相关抵押品，银行没法给予贷款。”该负责人说，自从村级担保公司成立后，在不增加贷款户额外费用的情况下，能为东田村农户、小微企业http://www.stonebuy.com/enterprise/向南安http://www.shicai.com.cn/农商银行东田支行贷款提供担保，让他们顺利贷到钱。目前，公司已办理增信业务3笔，担保金额35万元，无不良信用发生。

　　今年7月，南安http://www.shicai.com.cn/出台《关于开展农村增信服务公司试点的指导意见》，逐步开展农村增信服务公司试点工作，进一步做好农村金融改革创新工作，更好地服务“三农”和小微企业http://www.stonebuy.com/enterprise/，让农户贷款不再难。截至12月，南安http://www.shicai.com.cn/已新增了4家农村增信服务公司（东田镇东田村五福增信服务有限公司、水头http://www.shicai.com.cn/西锦村合顺增信服务有限公司、官桥镇霞光村恒信增信服务有限公司、溪美街道镇山村中泽信增信服务有限公司）。

　　首支石材http://www.stonebuy.com/产业发展基金设立企业http://www.stonebuy.com/enterprise/贷款申请已排到明年

　　在水头http://www.shicai.com.cn/新设立的南石石材http://www.stonebuy.com/产业发展基金投资管理有限公司，每天都能看到不少石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/前来咨询。

　　“每年企业http://www.stonebuy.com/enterprise/贷款到期，都要找笔资金先还银行，才能再贷款，这是件很伤脑筋的事，特别是在经济下行时期。”南石石材http://www.stonebuy.com/产业发展基金投资管理有限公司总经理黄国端说，他们的发展基金就是帮忙解决这一难题的。

　　“11月3日运作后，第一笔贷出1100万元。”黄国端说，11月3日他们贷给企业http://www.stonebuy.com/enterprise/，11月4日企业http://www.stonebuy.com/enterprise/就还款，有效缓解企业http://www.stonebuy.com/enterprise/短期资金周转不足，解决了转续贷问题。

　　在这笔交易中，南安http://www.shicai.com.cn/农商银行作为这家企业http://www.stonebuy.com/enterprise/还贷银行，提供给基金公司一份《产业发展基金业务承诺书》，也是交易能顺利转续贷的关键所在，给企业http://www.stonebuy.com/enterprise/、银行、基金公司三方提供了一份保障。

　　“10月30日我们就提前签订承诺书。”南安http://www.shicai.com.cn/农商银行公司业务部总经理助理戴彬旭说，一天就帮助石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/完成转续贷，让企业http://www.stonebuy.com/enterprise/放心生产经营。而且，企业http://www.stonebuy.com/enterprise/借基金“过桥”，完全不会影响企业http://www.stonebuy.com/enterprise/在银行的信用。反而是企业http://www.stonebuy.com/enterprise/按时“先还后贷”，避免欠期、逾期等状况，提高了信誉。

　　南安http://www.shicai.com.cn/市石材http://www.stonebuy.com/产业发展基金于今年10月正式设立，由南安http://www.shicai.com.cn/石材http://www.stonebuy.com/工业协会牵头，募资对象限定为会员企业http://www.stonebuy.com/enterprise/、机构投资者。这是我省首支以私募形式设立的基金。

　　黄国端说，石材http://www.stonebuy.com/产业发展基金共有32个合伙人认购份额，首期募资规模达1亿元。32个认购对象中，除了市政府以产业引导基金形式认购10%、黄国端以自然人身份认购外，其余均为石材http://www.stonebuy.com/工业协会会员企业http://www.stonebuy.com/enterprise/。

　　自南安http://www.shicai.com.cn/石材http://www.stonebuy.com/产业发展基金成立以来，因其安全性高、费用便宜，受到广大石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/欢迎。在黄国端的办公桌上，一份使用产业发展资金申请表中，主动申请企业http://www.stonebuy.com/enterprise/已有几十家，另外不少企业http://www.stonebuy.com/enterprise/已“排队”到明年。目前，已办理25笔转续贷业务，19家企业http://www.stonebuy.com/enterprise/成功贷到1.33亿元资金。

　　此外，南安http://www.shicai.com.cn/水暖卫浴阀门行业协会所属产业发展基金也已设立，并和部分银行签订合作协议，其他符合条件的行业协会也在抓紧筹备中。
