从下月起，美国、加拿大、墨西哥、哥伦比亚、哥斯达黎加这5个国家将对进口货物木质包装实施新的检疫标准。对于不符合国际标准的木质包装，进口国家或地区将在入境口岸采取除害处理、销毁、拒绝入境等措施。这是记者昨日从泉州http://www.zongyi.com.cn/出入境检验检疫局获悉的。

      椐泉州http://www.zongyi.com.cn/出入境检验检疫局的有关工作人员称，根据国际植物保护公约（IPPC）发布的《国际贸易http://www.stonebuy.com/trade/中木质包装材料管理准则》：用于国际贸易http://www.stonebuy.com/trade/的木质包装必须在出口http://en.stonebuy.com/前实施有效的熏蒸处理或热处理，并在处理合格的木质包装上加施全球统一的标志。对于不符合国际标准的木质包装，进口国家或地区将在入境口岸采取除害处理、销毁、拒绝入境等措施。此前，欧盟、澳大利亚、新西兰、巴西、韩国等国已根据上述国际标准制定了本国的木质包装检疫措施，并已陆续开始实施，替代原来的检疫规定，加上此次美、加等5国，实施新国际标准的国家将达到40多个。

      了解，目前，泉州http://www.zongyi.com.cn/使用木质包装的出境货物主要是石材http://www.stonebuy.com/、石制品、机械http://www.stonebuy.com/machine/设备、建材和农产品http://www.stonebuy.com/sample/等。其中，石材http://www.stonebuy.com/行业是泉州http://www.zongyi.com.cn/的重要产业之一，以南安http://www.shicai.com.cn/、惠安、晋江、安溪为主要聚集地，现有石材http://www.stonebuy.com/出口http://en.stonebuy.com/企业http://www.stonebuy.com/enterprise/2000多家，石材http://www.stonebuy.com/年出口http://en.stonebuy.com/额10亿美元以上，居全国各地之首，出口http://en.stonebuy.com/占全国的2/3。几乎所有的出口http://en.stonebuy.com/石材http://www.stonebuy.com/都要使用木质包装材料，主要销往日本、韩国、美国、欧盟、东南亚等国家和台湾地区。年需木质包装木材20多万立方米以上。这一新标准将对泉州http://www.zongyi.com.cn/外经贸出口http://en.stonebuy.com/产生较大影响。

      获资质认定

      据了解，为应对此次美、加等５国实行新标准，近日，泉州http://www.zongyi.com.cn/检验检疫局与外经部门联手，召开了生产出口http://en.stonebuy.com/企业http://www.stonebuy.com/enterprise/座谈会，制定切合辖区实际的具体检疫监管措施。同时积极帮扶标志加施企业http://www.stonebuy.com/enterprise/建设，目前泉州http://www.zongyi.com.cn/已有7家企业http://www.stonebuy.com/enterprise/成为通过福建http://www.zongyi.com.cn/检验检疫局考核合格的出境货物木质包装标志加施企业http://www.stonebuy.com/enterprise/，尚有5家正在筹建、报批过程中，基本上已完成了对标志加施企业http://www.stonebuy.com/enterprise/的规划、布点工作，确保货物的顺利出口http://en.stonebuy.com/。

       这7家获得国家批准的木质包装除害处理标志加施企业http://www.stonebuy.com/enterprise/资格的单位，分别是防化研究所泉州http://www.zongyi.com.cn/分所、泉州http://www.zongyi.com.cn/聚源木业加工包装有限公司、泉州http://www.zongyi.com.cn/万兴木业有限公司、泉州http://www.zongyi.com.cn/宏昌林业包装有限公司、泉州http://www.zongyi.com.cn/远东木制品有限公司、惠安科利达科技有限责任公司、泉州http://www.zongyi.com.cn/洁豪化工科技发展有限公司。

      泉州http://www.zongyi.com.cn/检验检疫局提醒各相关出口http://en.stonebuy.com/企业http://www.stonebuy.com/enterprise/：要采购并使用符合国际标准的木质包装。各出口http://en.stonebuy.com/企业http://www.stonebuy.com/enterprise/可以向取得资格的企业http://www.stonebuy.com/enterprise/购买木质包装，购买时要索取“出境货物木质包装除害处理合格凭证”以备查验或出证。

      加强管理

      勿因小失大

      为使泉州http://www.zongyi.com.cn/出口http://en.stonebuy.com/企业http://www.stonebuy.com/enterprise/避免遭受不必要的损失，泉州http://www.zongyi.com.cn/出入境检验检疫局有关工作人员说，出口http://en.stonebuy.com/企业http://www.stonebuy.com/enterprise/对购买来的已加施处理标志的木质包装要专人管理、专区存放、专物专用，木质包装存放环境要清洁卫生，防止病虫害的感染，确保出口http://en.stonebuy.com/货物使用的木质包装全部为符合进口国要求的包装，切勿思想麻痹，因小失大。
