    搞好永和镇石材http://www.stonebuy.com/工业初探

    晋江是一个经济较为发达的沿海开放的地区，石材http://www.stonebuy.com/业作为晋江市的一大支柱产业，其不断发展壮大的过程得到市委、市政府的大力扶持和精心培育，也体现了市委、市政府加快区域经济建设、扩大对外开放的决心和力度。几年来，在市委、市政府的高度重视下，在上级有关部门的支持下，晋江石材http://www.stonebuy.com/业发展步伐加快了。素有“石材http://www.stonebuy.com/之乡”、“石业重镇”之称的永和镇的石材http://www.stonebuy.com/业也得到了全面的发展。

    一是发展有载体。我镇按照“规模发展、乘数壮大、规范管理、成片开发”的思路，于1997年设立了占400公顷的石业高科技工业园及石材http://www.stonebuy.com/专业市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html，并斥资5000万元投入区内的各项基础设施和配套建设。目前，工业区的一期用地284亩已获批，并交付企业http://www.stonebuy.com/enterprise/使用，已有5家规模企业http://www.stonebuy.com/enterprise/入区生产，5家已签订投资意向或正在洽谈中，二期用地正在申报，配套正在规划、完善中；此外，石材http://www.stonebuy.com/专业市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html已完成高标准规划设计，一期商住区已投建，即将交付使用，二期正在筹建。

    二是发展有优势。我镇工业园区及矿区不仅连接泉州http://www.zongyi.com.cn/沿海繁荣大道大深段，而且临近深沪、围头万吨级码头，这为石产品http://www.stonebuy.com/sample/以外贸为主、积极创汇，走海运外销为主的道路赢得了优越区位和有利的交通条件。

    三是发展有品牌。几年来，我镇不断强化品牌的意识，致力于品牌创建活动，1998年巴厝白G3503（外贸编号603＃）、内厝白G3533（外贸编号633＃），双双被评为全国名特石材http://www.stonebuy.com/品种，其品种所在矿是唯一标准正矿，放射性水平低于中国http://www.stonebuy.com建材行业标准，属使用范围不受限制的A类石材http://www.stonebuy.com/，这样不仅增加了拥有15亿立方米以上花岗岩的价值，而且提高永和石材http://www.stonebuy.com/工业的知名度，增强了产品http://www.stonebuy.com/sample/竞争力，大大有利于石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/的“走出去”的战略，同时，不少规模企业http://www.stonebuy.com/enterprise/积极开展品牌创建活动，也取得了较好的效益。

    四是发展有依托。永和石材http://www.stonebuy.com/业起步较早，目前，已拥有一支经验丰富的开采、加工、营销队伍，部分技术设备已达到国内先进水平，这就奠定了我镇石材http://www.stonebuy.com/业不断发展的基础，同时，从普通板材、火烧板到超大、超薄板，从石雕工业品到磨光灯笼等，能不断推陈出新，这成了石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/蓬勃发展的关键。

    我们不断推进石材http://www.stonebuy.com/工业发展的同时，也认真总结过经验，正视存在问题，并作了深入思考和探索。现就当前石工业发展所遇到的问题，作如下几点分析：

    首先是资源的有限性。这是今后石材http://www.stonebuy.com/工业持续发展必须慎重对待的首要问题。矿产资源是不可再生的，要继续推动石材http://www.stonebuy.com/工业的建设，就要处理好矿山开采与生态保护、石料需求与资源减少的关系。

    其次是产品http://www.stonebuy.com/sample/的有限性。这也限制石材http://www.stonebuy.com/业企业http://www.stonebuy.com/enterprise/规模壮大的重要因素。产品http://www.stonebuy.com/sample/是企业http://www.stonebuy.com/enterprise/发展的命脉。目前，石材http://www.stonebuy.com/业产品http://www.stonebuy.com/sample/品种不少，但结构不尽合理；生产产品http://www.stonebuy.com/sample/数量不少，但质量好、科技含量高、高附加值的不多。

    三是市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html的有限性。打开市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html、参与竞争是企业http://www.stonebuy.com/enterprise/生存和发展的必由之路，石材http://www.stonebuy.com/工业的发展也是如此。就当前的石材http://www.stonebuy.com/业市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html看，本地区域市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html发育尚未完全成熟，辐射能力弱，外贸市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html以日本、东南亚为主，部分销售欧洲，外销市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html单一；从市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html需求看，将趋向中、高档及异型石、特色石，而目前，整个石材http://www.stonebuy.com/行业低档石、小加工的为数不少，上规模、上档次的比较缺乏，这就形成低档市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html供大于求、中档市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html基本饱和、高档市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html有潜力的格局。

    四是技术的有限性。新技术的应用是调整优化石业结构的重要措施。当前，石材http://www.stonebuy.com/行业的先进、新型技术多数集中在规模化生产的企业http://www.stonebuy.com/enterprise/，其余多数小型石材http://www.stonebuy.com/加工企业http://www.stonebuy.com/enterprise/在一定程度上存在设备老化、更新步伐不快的现象。

    针对上述几个影响当前石材http://www.stonebuy.com/工业发展的因素，立足永和的实际情况，结合全市石材http://www.stonebuy.com/行业的发展现状，我们认为今后石材http://www.stonebuy.com/工业的发展，要努力做到“矿山优化管理、资源高效利用、产品http://www.stonebuy.com/sample/拓展市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html、企业http://www.stonebuy.com/enterprise/求大发展”这四个方面。

    1、要实现石材http://www.stonebuy.com/矿产资源的有效管理。石材http://www.stonebuy.com/矿产资源是石材http://www.stonebuy.com/工业发展的基石，没有石材http://www.stonebuy.com/矿产资源就谈不上发展石材http://www.stonebuy.com/工业。因此，加强石材http://www.stonebuy.com/矿产资源的管理，确保矿山有序、高效的开采就显得十分重要。我们要认真贯彻“在开发中保护、在保护中开发”的精神，抓保护的源头，抓开发的始终，抓全程的监管。从矿区改革、科学规划、集约经营、股份合作、成片开采等入手，保证资源开发与环境保护相统一。继续推进矿山开采秩序的整顿治理，并以此为契机，深化矿区改革，转变、调整、优化开采方式、承包方式和经营方式，逐步引导石材http://www.stonebuy.com/开采企业http://www.stonebuy.com/enterprise/实行股份合作制，走联合承包集约开采的路子。此外，从行政管理上，有关部门要树立“管理就是服务”的意识，支持、扶持石材http://www.stonebuy.com/工业的发展，对于条件成熟的石矿，要“开绿灯”办好证，要实行生产过程的跟踪服务；从行业管理上说，石材http://www.stonebuy.com/协会要充分发挥自身的协调、信息、组织等功能，加强行业内部管理，协调好乡镇之间矿产开采和企业http://www.stonebuy.com/enterprise/之间石材http://www.stonebuy.com/生产、销售的商业行为，实现行业的有序公平竞争，促进石材http://www.stonebuy.com/矿产资源的有效利用和管理。

    2、要强化、创新、做大、创优石材http://www.stonebuy.com/业产业。创新是事物发展的不竭动力。石材http://www.stonebuy.com/业只有通过不断创新，才有新的活力和生机，才能取得长足的发展和进步。做大做优石材http://www.stonebuy.com/业产业，要以实施星火计划（建材）为契机，坚持以创新为主线，以实施科技兴石战略为保障，着重抓好七个方面，即推广普及先进技术、引入现代经营管理方法、调整产品http://www.stonebuy.com/sample/结构、研发新型产品http://www.stonebuy.com/sample/、强化品牌意识、拓宽国际和国内市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html、提高废弃物再利用率。要培育石材http://www.stonebuy.com/工业的龙头企业http://www.stonebuy.com/enterprise/，加速高新技术、新成果的推广应用，带动中小企业http://www.stonebuy.com/enterprise/的持续发展和正常生产经营；要引导龙头企业http://www.stonebuy.com/enterprise/与科研院所开展产、学、研合作，加快石材http://www.stonebuy.com/工业的科研和开发步伐，要重视生活领域石材http://www.stonebuy.com/品种需求，用新型石材http://www.stonebuy.com/扩大消费导向；要在巩固优势产品http://www.stonebuy.com/sample/的基础上，组织力量开展诸如家具装修、抽象派雕刻等适度超前的石材http://www.stonebuy.com/业加工技术研究。要延长石材http://www.stonebuy.com/业产业链，注重石料废弃物的利用，如利用碎石、石粉制成建筑涂料产品http://www.stonebuy.com/sample/，利用边角料仿造磁砖、拼图壁画等，即可减少环境污染，又可提高石料的利用率和附加值。要着力发展石材http://www.stonebuy.com/业的配套产业，比如引进矿山机械http://www.stonebuy.com/machine/设备制造、发展石材http://www.stonebuy.com/运输业等。
