中央政策：石材行业转型升级中，不得随意关停民营企业，更不能让国有企业垄断民营石材矿山！

　　日前，中共中央、国务院正式印发《关于营造更好发展环境支持民营企业http://www.stonebuy.com/enterprise/改革发展的意见》和《中华人民共和国矿产资源法（修订草案）》意见稿。对于民营石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/而言，这是在被随意关停的关键时期，中央送来的“及时雨”和“定心丸”。

　　改革开放初期，我国鼓励乡镇集体和个体采矿，从此石材http://www.stonebuy.com/行业中民营企业http://www.stonebuy.com/enterprise/就占绝大多数，在经济社会迅速发展中保障石材http://www.stonebuy.com/供应、提供就业岗位、增加财政收入等方面起到了重要作用。

　　而在近年来的石材http://www.stonebuy.com/行业转型升级中，大量传统企业http://www.stonebuy.com/enterprise/被关停、国有企业http://www.stonebuy.com/enterprise/进入石材http://www.stonebuy.com/矿山，特别是石材http://www.stonebuy.com/领域，石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/数量锐减，民企占比下降。其主要原因是部分地区在石材http://www.stonebuy.com/行业招投标准入中设立的门槛不尽合理，有的甚至人为设置各类障碍和隐性壁垒，这些都让部分民营石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/家感到不安，有“被离开”石材http://www.stonebuy.com/行业的危机感。

　　这次中央文件明确规定：

　　一要着力优化公平竞争的市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html环境。坚决破除制约民营企业http://www.stonebuy.com/enterprise/参与市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html竞争的各类障碍和隐性壁垒，切实消除在准入许可、经营运行、招投标等方面的不平等待遇。

　　二要对民营经济和其他的经济体一视同仁。要打破在招投标等方面对民营企业http://www.stonebuy.com/enterprise/的隐性壁垒，允许民营企业http://www.stonebuy.com/enterprise/与其他的所有制主体公平参与招投标竞争。

　　三要着力健全平等保护的法治环境。坚持执法、司法等各环节依法平等保护民营企业http://www.stonebuy.com/enterprise/产权和民营企业http://www.stonebuy.com/enterprise/家的人身、财产合法权益，为民营企业http://www.stonebuy.com/enterprise/家创造更多安全感。

　　此前，有不少企业http://www.stonebuy.com/enterprise/家曾公开表示：“民营企业http://www.stonebuy.com/enterprise/不要优待、不要优惠，只要公平”，道出了民营企业http://www.stonebuy.com/enterprise/的最基本诉求。

　　本次中央发布的《意见》着力优化公平竞争的市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html环境，坚决破除制约民营企业http://www.stonebuy.com/enterprise/参与市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html竞争的各类障碍和隐性壁垒，切实消除在准入许可、经营运行、招投标等方面的不平等待遇，对民营石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/来说是超级利好的“尚方宝剑”。

　　此外，近日公开征求意见的《中华人民共和国矿产资源法（修订草案）》也要求平等对待各类市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html主体，删去了关于国有矿山企业http://www.stonebuy.com/enterprise/、集体矿山企业http://www.stonebuy.com/enterprise/和个体采矿的不同规定。可以看出中央对矿业政策已明显转向，而且要求尽快落地。这让民营石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/更加坚定、积极参与到石材http://www.stonebuy.com/行业转型升级中！
