　    这次执法重点是全市石材http://www.stonebuy.com/加工企业http://www.stonebuy.com/enterprise/是否配套建设标准的废水沉淀池、循环池和干化池；是否落实锯泥集中清运制度；排污费征收是否到位；石材http://www.stonebuy.com/加工企业http://www.stonebuy.com/enterprise/是否与清运公司签订清运合同。

　    《方案》要求，一是石材http://www.stonebuy.com/加工企业http://www.stonebuy.com/enterprise/要建设符合《石材http://www.stonebuy.com/加工业户污染综合整治标准》治污设施。二是各相关乡镇要建立符合环保要求的、便于回用的锯泥存放场；2006年8月10日前，成立市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html化运作的固废清运公司，并完成沿河、沿路锯泥、废料的清理工作。三是石材http://www.stonebuy.com/加工企业http://www.stonebuy.com/enterprise/与清运公司签订锯泥清运合同，及时清运锯泥、废料。不得在院墙外堆放各类石材http://www.stonebuy.com/制品、废弃物等，不准占道经营；要按照有关规定及时、足额缴纳排污费。四是未经审批擅自新建、扩建的大锯必须停止生产，2006年8月30日前拆除生产加工的一切设备。 中国http://www.stonebuy.com石材http://www.stonebuy.com/网－www.stonebuy.com－石材http://www.stonebuy.com/相关

　    各区县和乡镇各级政府要认真贯彻落实《环境保护法》的规定，将整治工作纳入重要议事日程，层层落实责任，制定周密方案，全面部署整治工作。市监察局、环保局成立联合执法专项检查小组分阶段对各区县进行检查。对未按照要求整改、逾期未完成整改任务和已依法关停但擅自生产的石材http://www.stonebuy.com/加工企业http://www.stonebuy.com/enterprise/实施永久关停；对不依法行使职权，对环境违法行为查处不力，甚至包庇、纵容违法排污企业http://www.stonebuy.com/enterprise/的，按照《环境保护违法违纪行为处分暂行规定》追究相关人员责任。
