　　东星石材http://www.stonebuy.com/向高端石材http://www.stonebuy.com/转向，是南安http://www.shicai.com.cn/石材http://www.stonebuy.com/业变革的一个缩影。

　　南安http://www.shicai.com.cn/石材http://www.stonebuy.com/业历经20多年发展，产量占到全国的60%，出口http://en.stonebuy.com/额占全国的55%，产值近300亿元，是南安http://www.shicai.com.cn/的支柱产业之一。然而，随着产能持续扩张，形成了大量的粉尘、碎石污染，节能减排任务艰巨起来。

　　治理污染，南安http://www.shicai.com.cn/不手软。三年多来，南安http://www.shicai.com.cn/先后关闭617家污染型“三无”石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/及染板厂，并在规上企业http://www.stonebuy.com/enterprise/推广粉尘、碎石再利用技术。至6月底，当地的粉尘、碎石回收利用率分别超过80%、95%，圆满地完成了节能减排任务。

　　生态环境好了，新问题出现了，仅关停污染型企业http://www.stonebuy.com/enterprise/就减少40亿元的工业产值。如何填补因治污而减少的工业产值和财税?

　　2012年底，南安http://www.shicai.com.cn/出台《促进石材http://www.stonebuy.com/业“二次创业”的实施意见》等举措，从融资支持、财税优惠等入手，鼓励当地石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/向高端石材http://www.stonebuy.com/制造加工业进军，石材http://www.stonebuy.com/业的新变革序幕由此拉开。

　　一批石材http://www.stonebuy.com/龙头企业http://www.stonebuy.com/enterprise/闻风而动，向下游创意石材http://www.stonebuy.com/和奢侈品石材http://www.stonebuy.com/进军。英良公司的“五号仓库”、康利集团的“创意装饰石尚秀”……近百家石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/先后发力低碳、高端石材http://www.stonebuy.com/领域，引领南安http://www.shicai.com.cn/石材http://www.stonebuy.com/业升级。

　　据统计，今年1-6月，南安http://www.shicai.com.cn/石材http://www.stonebuy.com/业规模以上企业http://www.stonebuy.com/enterprise/产值152.19亿元，同比增长7.6%。值得一提的是，来自高端石材http://www.stonebuy.com/业的占比达30%。而3年前，这一比例不足8%。

　　同时，南安http://www.shicai.com.cn/致力于发展总部经济，加快发展与石材http://www.stonebuy.com/业配套的现代服务业，做大做强龙头企业http://www.stonebuy.com/enterprise/。

　　“只要我们留住石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/的总部，将附加值较高的设计、研发、贸易http://www.stonebuy.com/trade/、结算等‘微笑曲线’两端留在南安http://www.shicai.com.cn/，就可以持续做大产业增量。”南安http://www.shicai.com.cn/市委书记黄南康说。

　   统计显示，目前已有50多家石材http://www.stonebuy.com/业龙头企业http://www.stonebuy.com/enterprise/将总部设在南安http://www.shicai.com.cn/，仅总部结算环节就新增税源数亿元。

　　“高端石材http://www.stonebuy.com/和总部经济崛起，化解了制造环节产能与税源外流的风险，推动了石材http://www.stonebuy.com/业转型升级，催生出新的现代服务业。”黄南康说。

　　在龙头经济的带动下，南安http://www.shicai.com.cn/上半年规模以上工业产值达701.65亿元，同比增长14.7%。
