锡林郭勒盟镶黄旗石材产业发展现状及未来发展思路

　　二、取得的经济社会效益
　　石材http://www.stonebuy.com/产业的发展，有效带动了全旗经济的增长，为稳定地方财源提供了长久保障。充分带动了以物流业为主的现代服务业的发展，2011年全年完成货运周转量运6.56亿吨公里，增长28.9%。电器电工、机械http://www.stonebuy.com/machine/修理、零配件销售等生产型服务业蓬勃兴起，目前全旗拥有石材http://www.stonebuy.com/配套相关企业http://www.stonebuy.com/enterprise/38家，2011年累计完成销售总额3200万元。促进了餐饮、零售等传统服务业的繁荣发展，2011年全社会消费品零售总额完成3.57亿元，增长23%。石材http://www.stonebuy.com/产业的发展，提供了广阔的就业空间，每年新增就业岗位近200 个，有力拉动了当地牧民就业，为牧区剩余劳动力转移进城从事二、三产业提供了产业支撑。2005-2011年，全旗石材http://www.stonebuy.com/行业累计吸纳牧民就业1680人，间接带动转移进城牧民从事服务业1120人。
　　三、主要经验和做法
　　(一)明确思路、科学规划，着力构筑产业集群。近年来，镶黄旗在深入调研，充分论证的基础上，确立了“培育产业集群、延伸产业链条、壮大核心企业http://www.stonebuy.com/enterprise/、建设重点项目”的石材http://www.stonebuy.com/产业发展总体思路。建设了占地15平方公里的石材http://www.stonebuy.com/工业园区，目前已完成基础设施投资2.4亿元，园区内水、电、路、通讯等配套设施比较完善，入驻企业http://www.stonebuy.com/enterprise/40家。2008年以来，逐步提高企业http://www.stonebuy.com/enterprise/准入门槛，大力发展循环经济，要求新建企业http://www.stonebuy.com/enterprise/全部建设标准化暖气厂房，实现四季生产。借鉴福建http://www.zongyi.com.cn/石材http://www.stonebuy.com/产业发展经验，吸取其它地区无序开采浪费资源的教训，暂停了矿山审批，让现有企业http://www.stonebuy.com/enterprise/采用轨道式矿山锯作业，进行集约开采，实现节约资源和环保生产。依托石材http://www.stonebuy.com/加工企业http://www.stonebuy.com/enterprise/生产的石材http://www.stonebuy.com/废料、泥浆以及其他石粉、灰渣等多种原辅材料，引进环保蒸压灰砂免烧环保砖生产项目，经再加工生产外墙体砖、空心砖等新型墙体材料，实现了花岗岩尾泥和边角料的再利用。

　　(四)培育人才、引导就业，为企业http://www.stonebuy.com/enterprise/提供人才支撑。根据企业http://www.stonebuy.com/enterprise/发展人才需求，调整旗各类职业培训教学计划，开设石材http://www.stonebuy.com/专业课程，培养石材http://www.stonebuy.com/专业人才。加强与高职院校和企业http://www.stonebuy.com/enterprise/的合作，聘请专家教授担任专业课讲师，开设板材加工、石材http://www.stonebuy.com/雕刻、矿山开采等三大类 30 余门职业技能和适用技术课程，开展订单、定向式培训和储备式岗位技能培训。几年来，共举办各类培训班38期，培训牧民2600余人次，先后使 1680 名转移牧民在各类石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/成功就业。由政府出资，选择 30 名青年牧民到北京房山区石材http://www.stonebuy.com/学校进行为期3年的石材http://www.stonebuy.com/加工雕刻技能培训，为企业http://www.stonebuy.com/enterprise/发展培养了一批急需的专业后续人才。
　　四、存在的主要问题
　　(一)资源综合利用率较低。矿点开采分散，同一花色品种的石材http://www.stonebuy.com/由多家企业http://www.stonebuy.com/enterprise/开采加工，没有形成规模，造成资源浪费。部分企业http://www.stonebuy.com/enterprise/开采技术落后，采用原始的爆破开采方式，造成了荒料块度小、不规则，成荒率平均达30%左右。石材http://www.stonebuy.com/加工后的废料进行再利用的企业http://www.stonebuy.com/enterprise/少，造成资源的相对浪费。
　　(二)产品http://www.stonebuy.com/sample/市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html竞争力不强。由于全国各地处于石材http://www.stonebuy.com/开发热潮中，一些新颖、质优、价廉的石材http://www.stonebuy.com/矿山资源不断被发现，加之国外石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/的大量涌入，致使石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/外部竞争越来越激烈。当地石材http://www.stonebuy.com/品牌的培育步伐尚需加快，多数小企业http://www.stonebuy.com/enterprise/在市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html竞争中处于劣势。
　　(三)交通运输能力差。因镶黄旗境内没有铁路，花石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/主要是通过黄白公路进行外运，而花岗岩运输对公路的承载能力要求比较高，黄白公路的建设等级远远达不到承载要求，导致石材http://www.stonebuy.com/外运能力相对比较落后，无法满足石材http://www.stonebuy.com/产业发展需求。
　　五、今后发展思路与措施
　　(一)实施科学有序开采。按照开发与保护相结合的原则，对矿山实行统一规划、统一开采，科学开发，切实利用好花岗岩资源。对开采技术和设备落后、达不到规模生产、浪费资源的矿点，依法取消采矿经营权。根据各矿山的实际情况，合理布局，采用国家采矿设计标准，采取台阶式、立体式方式开采，实现机械http://www.stonebuy.com/machine/化作业。同时，积极研发和引进开采新技术、新工艺，提高荒料出材率和利用率，使资源得到合理开发和利用。
　　(二)积极培育龙头企业http://www.stonebuy.com/enterprise/。实施“抓大、抓精”战略，重点扶持大型企业http://www.stonebuy.com/enterprise/，从政策、资金、技术、人才等方面给予支持和倾斜，使其扩大规模，培育品牌，打造全国乃至世界知名企业http://www.stonebuy.com/enterprise/，带动石材http://www.stonebuy.com/行业整体水平的提高。同时，大力实施名牌战略，重点发展和培育“芝麻白”、“黄旗红”、“北方黑”名优品种，依托“中国http://www.stonebuy.com塞北石材http://www.stonebuy.com/之乡”，通过召开国际石材http://www.stonebuy.com/博览会等方式，提高镶黄旗石材http://www.stonebuy.com/品牌在国际国内市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html的知名度。
　　(三)提高资源综合利用水平。根据市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html需求，加快行业整体结构调整，在做好现有石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/的同时，鼓励企业http://www.stonebuy.com/enterprise/发展精深加工产品http://www.stonebuy.com/sample/，提升产品http://www.stonebuy.com/sample/竞争力。注重发展循环经济，积极开发和培育人造石、复合材料、石材http://www.stonebuy.com/修复养护、石材http://www.stonebuy.com/工具等高新技术石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/，拓展产业链，将初级品向高档化、异型化、超薄化等艺术制品方向发展，特别是精美建筑装饰品、园林装饰品等，不断研发高附加值产品http://www.stonebuy.com/sample/。
　　(四)加快资源外运通道建设。积极争取黄-白公路升级改造项目，尽快列入全区、全盟交通建设规划，争取早日开工建设，提高公路运输能力。加快新宝拉格镇至化德铁路建设，积极争取呼铁局、集通铁路公司的支持，尽快落实建设企业http://www.stonebuy.com/enterprise/和投资方，争取年内开工建设，形成以铁路运输为主的石材http://www.stonebuy.com/运输服务网络。
