南安积极贯彻科学发展观推进石材产业转型升级

　　据南安http://www.shicai.com.cn/市市长王春金介绍：近年来，南安http://www.shicai.com.cn/市积极推进石材http://www.stonebuy.com/产业转型升级，走创新发展、高端发展、绿色发展的内涵提升之路，促进石材http://www.stonebuy.com/业可持续发展，产业规模不断壮大，产业竞争力日益增强。
　　低碳方面：按照“全封闭、大循环、再利用”的思路，大力发展石材http://www.stonebuy.com/循环经济。
　　一是清洁化生产。制定石材http://www.stonebuy.com/清洁规范，并将其列入近海水域环境污染综合治理工作，加强对石粉产生、压滤、堆放、运输和填埋等环节的环保执法，三年来关闭600多家“三无”石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/及染板厂，停电停产整治1500多家违法排污企业http://www.stonebuy.com/enterprise/。目前，全市持证经营的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/均已实现污水零排放，石材http://www.stonebuy.com/业能耗比其他产业平均降低40%，基本消除石材http://www.stonebuy.com/业造成的环境污染。
　　二是集约化利用。引进中节能石粉利用项目、北京昌和国际石粉综合利用项目，鼓励企业http://www.stonebuy.com/enterprise/自主开发石粉碎石利用技术，将其制成环保新型墙材、人造岗石、石拼油画等市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html畅销产品http://www.stonebuy.com/sample/。全市共有135家石粉碎石综合利用企业http://www.stonebuy.com/enterprise/，其中规模以上企业http://www.stonebuy.com/enterprise/41家，拥有5个省级石材http://www.stonebuy.com/循环经济试点企业http://www.stonebuy.com/enterprise/（园区），年利用石粉100万吨、碎石110万吨，利用率分别达65%和90%，成为全省仅有的两个省级循环经济示范市之一。
　　三是集中化管理。全市规划建设石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/加工集中区11个，引导石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/集聚发展，同时预留10%土地用于发展石粉碎石综合利用项目，建成石粉填埋场、碎石处置场和石粉清运公司，对石粉、碎石等进行统一管理、收集、清运，最大程度降低环境污染。目前，全市石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/已基本迁入加工集中区，石粉、碎石基本得到集中处理和利用。
　　创新方面：按照“在创新转型中创造新优势”的要求，大力推动石材http://www.stonebuy.com/产业技术创新、产品http://www.stonebuy.com/sample/创新、管理创新，加快转变提升步伐。
　　一是搭建创新平台。每年安排500万元专项支持石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/创建工程技术研究中心、技术开发部、实验室和检测室，加快组建福建http://www.zongyi.com.cn/石材http://www.stonebuy.com/工程技术学院和国家石材http://www.stonebuy.com/建陶产品http://www.stonebuy.com/sample/质检中心，并依托国家石材http://www.stonebuy.com/质量监督检验中心在闽南建材第一市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html设立的工作站，为石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/提供科技公共服务，提升自主创新能力。全市共有石材http://www.stonebuy.com/高新技术企业http://www.stonebuy.com/enterprise/2家、省级企业http://www.stonebuy.com/enterprise/（行业）技术中心6个、省级新产品http://www.stonebuy.com/sample/2个、泉州http://www.zongyi.com.cn/市级企业http://www.stonebuy.com/enterprise/（行业）技术中心6个。
　　二是创新发展理念。引导石材http://www.stonebuy.com/业延伸产业链，从低端走向高端，从建筑材料向装潢装饰、精品艺术等产业延伸。比如，康利集团的“创意装饰石尚秀”、溪石集团的“装饰一体化”、环球石材http://www.stonebuy.com/“全球石材http://www.stonebuy.com/装饰整体解决方案”，都是石材http://www.stonebuy.com/业高端发展理念。
　　三是推进产品http://www.stonebuy.com/sample/创新。引导石材http://www.stonebuy.com/产业注入文化创意元素，提高产品http://www.stonebuy.com/sample/附加值。比如，“英良五号仓库”提出石头“玉化”的概念，开发出天然奢华石材http://www.stonebuy.com/系列、半宝石系列、化石系列、水晶系列等一系列石材http://www.stonebuy.com/珍品，把石头做成了精品，甚至是艺术品。
　　四是创新金融服务。引进民生银行在水头http://www.shicai.com.cn/设立石材http://www.stonebuy.com/支行，拟筹集300亿元资金，为石材http://www.stonebuy.com/产业矿山开发、荒料贸易http://www.stonebuy.com/trade/、石材http://www.stonebuy.com/加工及石材http://www.stonebuy.com/销售各环节提供富有特色的专业化金融服务。
　　五是推动管理创新。积极推动石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/管理创新改制上市，现有石材http://www.stonebuy.com/上市后备企业http://www.stonebuy.com/enterprise/10多家。
　　为了推动石材http://www.stonebuy.com/产业做大做强，2009年以来，南安http://www.shicai.com.cn/市先后出台发展循环经济专项规划、加强建筑饰面石材http://www.stonebuy.com/行业综合整治实施方案、扶持装潢装饰石材http://www.stonebuy.com/财税措施、石材http://www.stonebuy.com/行业准入条件、促进石粉碎石收集处理和综合利用实施方案、石材http://www.stonebuy.com/行业清洁生产规范、打造国际石材http://www.stonebuy.com/之都等10多份扶持引导石材http://www.stonebuy.com/产业发展的政策措施，从技术提升、品牌建设、循环发展、行业整治等方面规范引导石材http://www.stonebuy.com/产业有序发展，逐步实现了产业生态化、生态产业化，得到了苏树林省长的高度肯定。他指出，石材http://www.stonebuy.com/业的难点在污染，南安http://www.shicai.com.cn/有了新经验。变废为宝、变害为利是突破，由分散到相对集中是突破，从低端走向高端、从普通商品走向工艺品是突破，从国内走向国外是突破。

　　一是组建石材http://www.stonebuy.com/大集团。引导石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/兼并重组、改制上市，支持石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/设立营销中心，培育石材http://www.stonebuy.com/总部企业http://www.stonebuy.com/enterprise/，力争到2015年组建10家石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/大集团。
　　二是打造石材http://www.stonebuy.com/大产业。力争到2015年石材http://www.stonebuy.com/产业工业总产值达到500亿元以上，年均增长17%以上，规模以上总产值超过430亿元。
　　三是打造石材http://www.stonebuy.com/大品牌。出台奖励激励机制，鼓励引导石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/争创品牌、提升价值，力争到2015年，新增国家级品牌3-5枚，进一步打响区域品牌。
　　四是建立石材http://www.stonebuy.com/大联盟。支持石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/抱团发展，组建市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html联盟、资金联盟，将南安http://www.shicai.com.cn/打造成为具有国际竞争力和国际影响力的国际石材http://www.stonebuy.com/之都。
　　五是发展石材http://www.stonebuy.com/大商贸。支持设立石材http://www.stonebuy.com/保税仓储区，扶持流通型企业http://www.stonebuy.com/enterprise/做大石材http://www.stonebuy.com/进出口http://en.stonebuy.com/业务，鼓励组建服务石材http://www.stonebuy.com/产业的物流企业http://www.stonebuy.com/enterprise/，形成集加工、运输、储存、包装、配送、信息等完善快捷的物流服务体系，着力创建国家外贸转型升级专业型石材http://www.stonebuy.com/示范基地。
