南安出台十二条新政助推石材业升级做大做强

省公司资金矿产全资子公司

　　南安http://www.shicai.com.cn/市近日正式出台《关于打造国际石材http://www.stonebuy.com/之都的若干意见（试行）》（以下简称《意见》），希望以此推动南安http://www.shicai.com.cn/石材http://www.stonebuy.com/产业的突破式发展，打造国际石材http://www.stonebuy.com/之都，形成“大集团、大产业、大品牌、大联盟、大商贸”的产业发展新格局，力争到2015年石材http://www.stonebuy.com/产业工业总产值达到500亿元以上。业内人士表示，这些措施将加速南安http://www.shicai.com.cn/石材http://www.stonebuy.com/业的整合，促进产业的转型升级。
　　鼓励兼并重组组建产业大集团
　　作为国内最大的石材http://www.stonebuy.com/集散基地，南安http://www.shicai.com.cn/现有1000多家石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/，但良莠不齐，一些小企业http://www.stonebuy.com/enterprise/低价竞争、破坏环境的行为，对整个产业的良性发展极为不利，行业整合势在必行。为此《意见》提出了组建石材http://www.stonebuy.com/大集团，力争到2015年，组建10家集采矿、研发、加工、贸易http://www.stonebuy.com/trade/、装饰、展示为一体的大集团。具体体现在培育石材http://www.stonebuy.com/总部企业http://www.stonebuy.com/enterprise/、引导石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/改制上市、引导石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/兼并重组和支持石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/设立营销中心上。
　　在鼓励兼并重组方面，除了重组后的税费优惠外，还将对石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/在资产重组过程中，通过合并、置换等方式，将全部或者部分实物资产以及与其相关联的债权、债务和劳动力一并转让给石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/，其中涉及的不动产、土地使用权转让，以及发生的股权转让，不征收营业税。而两个或两个以上的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/，合并改建为一个企业http://www.stonebuy.com/enterprise/，且原投资主体存续的，对其合并后的企业http://www.stonebuy.com/enterprise/承受原合并各方的土地、房屋权属，免征契税。石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/改制重组过程中，同一投资主体内部所属企业http://www.stonebuy.com/enterprise/之间土地、房屋权属的无偿划转（包括母公司与其全资子公司之间，同一公司所属全资子公司之间，同一自然人与其设立的个人独资企业http://www.stonebuy.com/enterprise/、一人有限公司之间土地、房屋权属的无偿划转）不征收契税。对被兼并企业http://www.stonebuy.com/enterprise/将房产、土地转让到兼并企业http://www.stonebuy.com/enterprise/中的，暂免征收土地增值税。
　　此外，在培育石材http://www.stonebuy.com/总部企业http://www.stonebuy.com/enterprise/方面，还将对本土企业http://www.stonebuy.com/enterprise/和外来迁入企业http://www.stonebuy.com/enterprise/总部在“三税”方面给予40%以上不等的扶持。南安http://www.shicai.com.cn/市石材http://www.stonebuy.com/工业协会副会长曾文艺表示，产业整合和总部经济是南安http://www.shicai.com.cn/石材http://www.stonebuy.com/业未来的发展方向，目前很多企业http://www.stonebuy.com/enterprise/已经在水头http://www.shicai.com.cn/海联工业区开始建立总部，水头http://www.shicai.com.cn/的石材http://www.stonebuy.com/总部经济已经展现雏形。
　　申请集体商标打造石材http://www.stonebuy.com/大品牌
　　缺乏品牌，一直是南安http://www.shicai.com.cn/石材http://www.stonebuy.com/业发展的一个短板，这也是作为天然建筑材料造成的天生缺陷，如何弥补这一空缺，也成为南安http://www.shicai.com.cn/石材http://www.stonebuy.com/业转型升级的一个重要课题。
　　此次《意见》提出力争到2015年，新增国家级品牌3至5枚，进一步打响区域品牌。对获得中国http://www.stonebuy.com世界名牌产品http://www.stonebuy.com/sample/称号或中国http://www.stonebuy.com名牌产品http://www.stonebuy.com/sample/称号的企业http://www.stonebuy.com/enterprise/和获得中国http://www.stonebuy.com驰名商标（国家工商总局认定）的企业http://www.stonebuy.com/enterprise/，给予一次性奖励100万元。对获得国家出口http://en.stonebuy.com/免检产品http://www.stonebuy.com/sample/、福建http://www.zongyi.com.cn/省名牌产品http://www.stonebuy.com/sample/或福建http://www.zongyi.com.cn/省著名商标的企业http://www.stonebuy.com/enterprise/，分别给予一次性5万元和3万元的奖励。此外南安http://www.shicai.com.cn/市政府还将安排专项经费，申报注册“南安http://www.shicai.com.cn/-国际石都”集体商标。允许企业http://www.stonebuy.com/enterprise/总部在南安http://www.shicai.com.cn/，且守信经营、质量可靠的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/免费使用“南安http://www.shicai.com.cn/-国际石都”集体商标。
　　南安http://www.shicai.com.cn/市经贸局相关人士介绍，申报集体商标是扩大南安http://www.shicai.com.cn/石材http://www.stonebuy.com/产业集体影响力的举动，为一些中型企业http://www.stonebuy.com/enterprise/减少了建立品牌的时间和精力，但同时这也是个互相作用的过程，将来还需要企业http://www.stonebuy.com/enterprise/共同来培育这个品牌。因此，未来对于石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/一年内在中央电视台、省级上星电视频道进行品牌宣传时，加上“南安http://www.shicai.com.cn/-国际石都—某某企业http://www.stonebuy.com/enterprise/品牌”的给予增加奖励10万元；对以“南安http://www.shicai.com.cn/-国际石都”为标志，赴省外建设专业市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html的，也将积极协助申报省营销联盟开拓市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html专项资金。
　　建立石材http://www.stonebuy.com/大联盟支持企业http://www.stonebuy.com/enterprise/抱团发展
　　作为传统产业，石材http://www.stonebuy.com/业对资源和资金的依赖很大，随着矿产资源的日愈减少和地方保护意识的提升，石材http://www.stonebuy.com/行业的发展也受到了一定的限制。为此，抱团发展成为南安http://www.shicai.com.cn/石材http://www.stonebuy.com/业未来发展的一个思路。
　　《意见》提出引导组建采购联盟，支持石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/联合投资基金或金融机构抱团到境外开采矿山，对进入南安http://www.shicai.com.cn/生产、销售的，在银行融资方面给予贷款利息5‰的贴息支持，补助总额不超过30万元；引导组建市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html联盟，探索建设石材http://www.stonebuy.com/期货市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html，鼓励发展与其相配套的金融工具和产品http://www.stonebuy.com/sample/，对抱团参加国际性、全国性或国内区域性展会以及参加开拓国际市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html展销会的给予一定的展位费补贴；引导组建资金联盟，鼓励设立专业定投石材http://www.stonebuy.com/业的产业发展基金或银行金融机构，从开办起三年内按其缴纳的营业税形成本级财力比增部分的50%予以资金补助；优先支持设立石材http://www.stonebuy.com/行业小额贷款公司，解决石材http://www.stonebuy.com/行业融资难题。
　　南安http://www.shicai.com.cn/新东源石业有限公司总经理杨加良认为，建立大联盟抱团发展是个很好的趋势，但这也需要由协会或其他机构牵头来做，特别是在组团开采矿山和开发市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html上，需要没有私心、不涉及利益的一方组织，才能让企业http://www.stonebuy.com/enterprise/形成凝聚力。
