全国首创：厦门政府给中小出口企业送保险

费用费率部分名单风险

厦门石材http://www.stonebuy.com/和工艺品行业内的中小出口http://en.stonebuy.com/企业http://www.stonebuy.com/enterprise/有福音了，政府将对这两个行业进行行业统保，为每个企业http://www.stonebuy.com/enterprise/购买一份出口http://en.stonebuy.com/信用基本保险。昨日，在厦门国税直属局举行的中小企业http://www.stonebuy.com/enterprise/论坛上，贸发局透露了这一全国首创的新举措。

记者了解到，企业http://www.stonebuy.com/enterprise/出口http://en.stonebuy.com/存在对方不付款的风险，而出口http://en.stonebuy.com/信用保险就可以让企业http://www.stonebuy.com/enterprise/规避这一风险。因此，如果一家出口http://en.stonebuy.com/企业http://www.stonebuy.com/enterprise/买了出口http://en.stonebuy.com/信用保险，其信用级别就能大大提高，从而增强竞争力。

　　在此之前，出口http://en.stonebuy.com/信用保险对企业http://www.stonebuy.com/enterprise/的出口http://en.stonebuy.com/额度要求比较高，投保门槛高，再加上投保费率较高，让很多出口http://en.stonebuy.com/中小企业http://www.stonebuy.com/enterprise/望而却步。“我们也知道出口http://en.stonebuy.com/信用保险好，但是算起来不划算，我们也很无奈。”部分出口http://en.stonebuy.com/企业http://www.stonebuy.com/enterprise/表示。

　　此次，厦门尝试先对石材http://www.stonebuy.com/、工艺品两个出口http://en.stonebuy.com/行业进行行业统保，每个企业http://www.stonebuy.com/enterprise/可以免费享受一单最高赔付额可达1.5万美元的基本保险，彻底告别了“望保兴叹”的无奈局面。“之所以会选择这两个行业，是因为这两个行业内做出口http://en.stonebuy.com/的企业http://www.stonebuy.com/enterprise/比较多，而且协会比较健全，毕竟行业统保要通过协会来运作。”厦门贸发局规划财务处郑耀处长表示。

　　这一优惠政策的运作方式是，贸发局将投保费用转给行业协会，然后由行业协会根据申请投保的企业http://www.stonebuy.com/enterprise/名单，为企业http://www.stonebuy.com/enterprise/购买出口http://en.stonebuy.com/信用保险。据介绍，享受此项优惠的企业http://www.stonebuy.com/enterprise/不需要额外条件，只要是做石材http://www.stonebuy.com/或者工艺品出口http://en.stonebuy.com/的企业http://www.stonebuy.com/enterprise/，都可以通过协会申请办理。

　　记者还获悉，相关部门今年会将中小企业http://www.stonebuy.com/enterprise/的认定范围从年出口http://en.stonebuy.com/额1500万元以下扩大到4500万元以下，使更多的企业http://www.stonebuy.com/enterprise/享受中小企业http://www.stonebuy.com/enterprise/优惠政策。据统计，目前厦门的中小企业http://www.stonebuy.com/enterprise/占企业http://www.stonebuy.com/enterprise/总数的98%，2009年全年出口http://en.stonebuy.com/117亿美元，占出口http://en.stonebuy.com/总数的43%。
