我国是世界第一石材http://www.stonebuy.com/生产、销售大国和主要出口http://en.stonebuy.com/国，而石材http://www.stonebuy.com/产业却出现了一哄而上、滥采滥挖、行业秩序混乱、不可再生资源和生态被毁灭性的掠夺和破坏等系列问题，整个产业结构极不合理，企业http://www.stonebuy.com/enterprise/的规模、技术水平和分布呈现“小、土、散、乱"的特点。
中国http://www.stonebuy.com石材http://www.stonebuy.com/工业协会会长邹传胜说，当前我国石材http://www.stonebuy.com/行业运行呈现“五高”、“六低”的态势，即产量高，企业http://www.stonebuy.com/enterprise/数量高，从业人数高，资源与能源消耗高，环境污染高；而劳动生产率低，集约化程度低，科技含量低，石材http://www.stonebuy.com/性能低，市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html应变能力低，经济效益低。笔者最近采访了广西、福建http://www.zongyi.com.cn/、贵州等石材http://www.stonebuy.com/资源较多的省区，了解到：我国石材http://www.stonebuy.com/产业迅速无序“膨胀”带来了系列恶果。
企业http://www.stonebuy.com/enterprise/“小、土、散、乱”恶性竞争贱卖资源
据了解，目前我国石材http://www.stonebuy.com/产业结构极不合理，企业http://www.stonebuy.com/enterprise/的规模、技术水平和分布呈现“小、土、散、乱”的特点。有关资料显示，全国石材http://www.stonebuy.com/行业中小企业http://www.stonebuy.com/enterprise/数量占总数量的95%以上，其中的中型企业http://www.stonebuy.com/enterprise/占不到4%，产量仅占全国总产量的10%；大型和特大型企业http://www.stonebuy.com/enterprise/基本没有，而个体、私营、集体开采和加工企业http://www.stonebuy.com/enterprise/多如牛毛。企业http://www.stonebuy.com/enterprise/数量多、分布面广，规模小，缺乏抵御市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html风浪的能力和参与国际竞争的能力，导致产品http://www.stonebuy.com/sample/价格一跌再跌，近年来跌破了欧盟所认为的合理价格水平，受到欧盟的反倾销。岑溪市是广西最大石材http://www.stonebuy.com/开采和加工基地，由于目前国内石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/过多，市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html供大于求，导致企业http://www.stonebuy.com/enterprise/间竞相压价，这个小小的县级市竟有上千台切割石材http://www.stonebuy.com/的园盘机，许多业主赚不到钱，有1/3停产。某老板对记者说：“上世纪90年代初期，我们加工的一些板材一平方最多可卖到300元，现在只有70元至80元，价格太低，生意实在难做。”
“毁灭性掠夺资源地方政府急功近利”
中国http://www.stonebuy.com石材http://www.stonebuy.com/资源储藏量世界第一，石材http://www.stonebuy.com/原料的消耗量也是世界第一。由于各种开采、加工企业http://www.stonebuy.com/enterprise/一哄而上滥采滥挖，无节制掠夺资源，作为不可再生资源的石材http://www.stonebuy.com/被大量浪费，我国部分优秀的石材http://www.stonebuy.com/资源已经接近枯竭。由于企业http://www.stonebuy.com/enterprise/缺乏有效的管理和规划，造成矿山无序开采，在破坏森林植被的同时，加工石材http://www.stonebuy.com/产生的粉尘、废水（灰泥）和噪声，加剧了生态环境恶化。中国http://www.stonebuy.com石材http://www.stonebuy.com/工业协会行业工作部主任、高级工程师林玉华告诉记者，开发企业http://www.stonebuy.com/enterprise/为了减少前期投入，大都采取“放大炮、挖山脚”的原始作业方式开采，放炮的结果是材料利用率只有百分之几，资源浪费巨大，大量被炸碎的石材http://www.stonebuy.com/无法用于制作高端产品http://www.stonebuy.com/sample/，只能废弃，或者作为低级填充工业产品http://www.stonebuy.com/sample/超细重钙粉的生产原料。
曾经有外国专家到中国http://www.stonebuy.com参观石材http://www.stonebuy.com/矿山开采工地后评价说，西方发达国家的矿山开采工地看上去像“高层建筑”工地，而中国http://www.stonebuy.com的矿山基地类似“考古工地“。意思是说，发达国家开采石材http://www.stonebuy.com/是从上至下逐层取材，这样既能充分利用资源，也能开采出更多的整材；而中国http://www.stonebuy.com矿山大都只开采接近地面的石材http://www.stonebuy.com/，或者是山上更容易开采的石材http://www.stonebuy.com/，而且”打一枪换一个地方，炸一下换一个山头“，矿山被挖后很难继续开采。
在贵州、四川、广西、广东和云南等一些石材http://www.stonebuy.com/资源相对丰富地区，有些地方政府急功近利，在石材http://www.stonebuy.com/资源开发上抱着“有水快流”的发展观和政绩观，只顾眼前，不看长远，不注意保护资源，用资源作筹码，廉价地吸引投资，把管辖地区内的资源优势转化成经济优势，一些地方甚至违反国家法律法规开发矿山，导致政府管理缺失，区域性的行业混乱。
纠正畸形发展观加强行业调控规划
针对我国石材http://www.stonebuy.com/产业畸形发展的现状，邹传胜说，如果再走这样粗放的发展道路，将使我国石材http://www.stonebuy.com/资源和产业发展遭遇“灭顶之灾”，国家“十一五”规划已对企业http://www.stonebuy.com/enterprise/节能降耗提出明确发展目标，中国http://www.stonebuy.com石材http://www.stonebuy.com/产业迫切需要走集约化、新型工业化道路。有关专家和业内人士呼吁地方政府必须切实落实科学发展观，在行业宏观调控和管理上“有所为”起来。首先政府要纠正畸形发展观，控制总量，科学规划。在加拿大、奥地利等一些详细的规划。而在我国，政府这只“看得见的手”相对缺失，几乎完全是放任市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html这只“看不见的手”发挥作用。而且我国现行的石材http://www.stonebuy.com/产业企业http://www.stonebuy.com/enterprise/准入“门槛”较低，对企业http://www.stonebuy.com/enterprise/的规模技术工艺水平、环保投入等，都没有明确的界定，导致很多矿山开发处于“群众运动”的无序状态。因此，地方政府有必要从产业长远发展的高度，对矿山的开发进行统一规划，加快石材http://www.stonebuy.com/行业结构调整，科学设置企业http://www.stonebuy.com/enterprise/行业准入“门槛”，淘汰“小石材http://www.stonebuy.com/”企业http://www.stonebuy.com/enterprise/，扶持优势企业http://www.stonebuy.com/enterprise/。其次是按照“谁破坏，谁恢复；谁受益，谁补偿”的原则，落实环保要求。
很多地方的石材http://www.stonebuy.com/矿山企业http://www.stonebuy.com/enterprise/在结束作业后都是缴纳低廉的环境补偿费了事，有些企业http://www.stonebuy.com/enterprise/还经常不缴任何环境补偿就一走了之。因此必须真正落实国家环保政策对石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/的要求，迫使企业http://www.stonebuy.com/enterprise/把破坏性开采矿山所导致的经济补偿纳入成本，推动企业http://www.stonebuy.com/enterprise/充分利用资源。还要加快石材http://www.stonebuy.com/行业及生产废料消解设备的研制开发，加大废料的再使用比重，把石材http://www.stonebuy.com/行业建设成为可持续发展的“绿色工业”。
此外，一些业内人士反映，要科学、规范地开发石材http://www.stonebuy.com/矿山，需要企业http://www.stonebuy.com/enterprise/前期投入相对较高。我国大多数小矿山企业http://www.stonebuy.com/enterprise/拿到的采矿许可证有效期只有3年至5年，矿山开发的平均承包期短，导致企业http://www.stonebuy.com/enterprise/不愿作过多前期性投入，而是拼命掠夺性开发。因此，政府可以在引导优势企业http://www.stonebuy.com/enterprise/进入、搞好开发规划的前提下，适当延长采矿许可证有效期。
