记者昨日从南安http://www.shicai.com.cn/上市办获悉，该市确认的首批21家上市后备企业http://www.stonebuy.com/enterprise/中有10家已经正式启动改制上市工作，其中2家已报证监局辅导备案，有望于今年10月上市。
　　南安http://www.shicai.com.cn/正式启动企业http://www.stonebuy.com/enterprise/上市，可以追溯到去年3月召开的企业http://www.stonebuy.com/enterprise/改制上市工作会议。当时提出目标是：到2010年，改制设立拟上市的股份有限公司力争达到20家，挂牌上市公司或上市申报材料已受理企业http://www.stonebuy.com/enterprise/5家，力争达到10家以上。www.stonebuy.com
　　围绕六大支柱产业和四大重点培育产业，南安http://www.shicai.com.cn/按照“改制一批、培育一批、辅导一批、发行一批”的思路，制定上市后备企业http://www.stonebuy.com/enterprise/培育专项规划，建立上市后备企业http://www.stonebuy.com/enterprise/资源库，实施分年度计划并分类指导，构建结构合理、后劲充足的企业http://www.stonebuy.com/enterprise/上市梯队。
　　去年确认的首批21家上市后备企业http://www.stonebuy.com/enterprise/主要集中在机械http://www.stonebuy.com/machine/制造、水暖消防、石材http://www.stonebuy.com/等产业。启动改制上市，企业http://www.stonebuy.com/enterprise/迎来发展良机。当年21家后备企业http://www.stonebuy.com/enterprise/就完成税收19297万元，同比增长183%%。
　　企业http://www.stonebuy.com/enterprise/改制上市，政府提供保姆式贴身服务。《南安http://www.shicai.com.cn/市人民政府关于鼓励和促进企业http://www.stonebuy.com/enterprise/改制上市的若干意见》的出台，凸显南安http://www.shicai.com.cn/市政府充分发挥引导、培育、激励和服务职能，全力促进企业http://www.stonebuy.com/enterprise/改制上市。南安http://www.shicai.com.cn/成立了以市长为组长的企业http://www.stonebuy.com/enterprise/改制上市工作领导小组，出台实施设立专项扶持资金等十项全方位的扶持政策。“扶持企业http://www.stonebuy.com/enterprise/上市专项资金”为1000万元，并逐年按一定比例增拨，第一家上市企业http://www.stonebuy.com/enterprise/将获得350万元的重奖。聘请孔泾源等20位国内证券界专家，成立南安http://www.shicai.com.cn/市企业http://www.stonebuy.com/enterprise/改制上市专家顾问团。上市办多次牵头组织聘请证券界专家等给企业http://www.stonebuy.com/enterprise/改制上市支招。企业http://www.stonebuy.com/enterprise/启动改制上市，政府采取“一事一议”的办法为企业http://www.stonebuy.com/enterprise/解决具体困难。另外还设立行政服务“绿色通道”，凡是企业http://www.stonebuy.com/enterprise/持有盖“上市办”印章的办理事项，有关部门都在收件一两天内以告知承诺方式办结，涉及收费项目一律按规定的最低标准收取。www.stonebuy.com
　　为进一步减轻企业http://www.stonebuy.com/enterprise/改制上市成本，日前，南安http://www.shicai.com.cn/出台《关于鼓励和促进企业http://www.stonebuy.com/enterprise/改制上市的补充意见》，解决政策兑现时限过长、兑现程序不明确等问题。
　　启动一年多来，南安http://www.shicai.com.cn/企业http://www.stonebuy.com/enterprise/改制上市稳步推进。记者了解到，目前南安http://www.shicai.com.cn/首批21家上市后备企业http://www.stonebuy.com/enterprise/中已经有7家企业http://www.stonebuy.com/enterprise/完成股份公司设立，10家企业http://www.stonebuy.com/enterprise/与证券中介机构达成合作意向，正式启动改制上市。而闽发铝业和天广消防已报证监局辅导备案，6月就可以向中国http://www.stonebuy.com证监会递交企业http://www.stonebuy.com/enterprise/上市申请材料，今年10月有望挂牌上市。
