2006年我会认真贯彻落实胡锦涛总书记视察福建http://www.zongyi.com.cn/，提出关于海峡西岸经济区建设的重要指示，认真贯彻执行省委、省政府一系列方针政策，落实全省经济工作、经贸工作会议精神，在省经贸委、省民政厅、省经济社团联合会的领导和具体指导下，以科学发展观统揽行业的发展，以转变经济增长方式，促进石材http://www.stonebuy.com/行业向节约型、集约型、清洁型转变；以加快石材http://www.stonebuy.com/产业走新型工业化道路、产业集聚和产业集群平台建设为抓手，以协会改革试点工作为重点，引导行业抓好行业自律与市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html规范为主题；积极探索行业发展的新思路、新举措，为推动行业的健康和可持续发展所做的主要工作如下：

一 、协助政府和行业主管部门开展的主要工作

    (一)协助政府主管部门起草行业规划。为贯彻落实省委、省政府关于建设海峡西岸经济区的发展战略，根据黄小晶省长、李川副省长等省领导批示的精神，我会受省经贸委委托，配合行业管理部门，提出全省建材行业“十一五”规划的石材http://www.stonebuy.com/行业的规划建议。完成了《(2007-2009年)福建http://www.zongyi.com.cn/省石材http://www.stonebuy.com/产业发展行动计划》的编制初稿，经过专家的评审、修改和论证，已形成了送审稿，受到省经贸委和专家的致好评。省经贸委领导指出：《行动计划》写得很好，视野开阔，立意高远，战略明晰，措施有力，文字精美。《行动计划》已成熟，可以提请省政府开会研究。

    (二)完成修订石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/单耗核定方法课题。配合中国http://www.stonebuy.com石材http://www.stonebuy.com/工业协会．我会与厦门石材http://www.stonebuy.com/商会，于今年三月份在厦门召开研讨会，提}H修改建议，向国家发改委、国家海关总署上报石材http://www.stonebuy.com/来进料加工的“特定产品http://www.stonebuy.com/sample/荦耗核定方法”的课题。

    (三)认真评荐“十五期间中国http://www.stonebuy.com石材http://www.stonebuy.com/行业杰出人物”。配台中国http://www.stonebuy.com石材http://www.stonebuy.com/工业协会，做好关于“十五期间中国http://www.stonebuy.com石材http://www.stonebuy.com/杰出人勘”推荐评选活动，我省推荐22位，全国产生3。位，我省占14位，经第二轮确定了2l位，我省占了10位，“杰出人物”提名奖全国产生9位．我省占了4位，充分体现我省石材http://www.stonebuy.com/行业在全国的地位和企业http://www.stonebuy.com/enterprise/家在幽内外的形象和知名度。

    (四)积极申报将石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/列入“中国http://www.stonebuy.com名牌产品http://www.stonebuy.com/sample/”评价目录。受省经贸委、省质量技术监督局委托，协会积极向省和国家质监总局申报石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/“中国http://www.stonebuy.com名牌产品http://www.stonebuy.com/sample/”评价的建议目录，并向省有关部门提出推荐产品http://www.stonebuy.com/sample/和名单，使石材http://www.stonebuy.com/行业的“中国http://www.stonebuy.com名牌产品http://www.stonebuy.com/sample/”评价顺利地列入2007年“中国http://www.stonebuy.com名牌产品http://www.stonebuy.com/sample/”评荐目录。

    (五)做好《石材http://www.stonebuy.com/露天矿山技术规范》的修订工作。配合中国http://www.stonebuy.com石材http://www.stonebuy.com/工业协会．于6月份在我省厦门召开专家论证会，对《石材http://www.stonebuy.com/露天矿山技术规范》进行修订和完善，目前审批稿已上报国土资源部，使天然石材http://www.stonebuy.com/露天矿山开采有毒可循。

    (六)抓好石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/“福建http://www.zongyi.com.cn/名牌产品http://www.stonebuy.com/sample/”评荐工作。受省质监局和经贸委委托，对我省今年申报的“福建http://www.zongyi.com.cn/省名牌产品http://www.stonebuy.com/sample/”进行推荐及评审，协会认真组织有关专家对申报的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/按有关标准进行评审上报，所申报的5家石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/均评上“福建http://www.zongyi.com.cn/省名牌产品http://www.stonebuy.com/sample/”。

    (七)建议取消对天然大理石放射性监管。根据出口http://en.stonebuy.com/企业http://www.stonebuy.com/enterprise/反映和在出口http://en.stonebuy.com/的运作过程中，我们认为国内外均没有大理石放射性的指标，实际上大理石并不存在放射性监管问题．但由于海关根据2001年第】4号公告对“进口石材http://www.stonebuy.com/”中未明确区分花岗石或大理石品种。我会通过中国http://www.stonebuy.com石材http://www.stonebuy.com/工业协会并向省国检局、质监局、海关等部门反映，建议取消对大理石的监管，同时应对14号公告中的“进口石材http://www.stonebuy.com/”修正明确为“进口花岗石”。取消大理石监管既可有效地提高通关效率，义能减轻企业http://www.stonebuy.com/enterprise/不必要的负担。中国http://www.stonebuy.com石材http://www.stonebuy.com/网

    (八)修订石材http://www.stonebuy.com/}H口产品http://www.stonebuy.com/sample/税则号目录。由_部分出口http://en.stonebuy.com/产品http://www.stonebuy.com/sample/取消出口http://en.stonebuy.com/退税、原税则号对一些产品http://www.stonebuy.com/sample/定义概念模糊，为了进一步规范产品http://www.stonebuy.com/sample/目录+省石材http://www.stonebuy.com/协会与厦门石材http://www.stonebuy.com/商会组织了部分专家，对税则譬的产品http://www.stonebuy.com/sample/目录进行规范，及时上报国家商务部和海关等部门进行审订，使产品http://www.stonebuy.com/sample/目录具体明确。

二、认真落实协会改革试点做好营销联盟的有关工作：

    (一)扎实做好协会改革的试点工作。按省经贸委、省经济社团联合会关于《福建http://www.zongyi.com.cn/省行业协会试点上作方案的通剐》(闽经贸综合[20。6】373号)文件要求，我会改革试点工作主要任务是建立行业营销联盟组织。4月份在组织企业http://www.stonebuy.com/enterprise/参加上海国际石材http://www.stonebuy.com/展会期间．与上海石材http://www.stonebuy.com/行业协会厦有关企业http://www.stonebuy.com/enterprise/召开座谈会，共同探讨建立营销联盟等事项，取得共识。7月17日，我会第二次会长办公扩大会议专门研究和部署落实改革试点和建立营销联盟等工作事项。会上认真传达贯彻《福建http://www.zongyi.com.cn/省行业协会试点工作方寨的通知》和郑新聪副主任的讲话精神，对改革试点工作，进行具体分T、明确职责、确定时间进度和任务。

    (二)成立行业营销联盟组织。8月18日，我会与上海石材http://www.stonebuy.com/行业协会联合，在上海召开“福建http://www.zongyi.com.cn/石材http://www.stonebuy.com/行业上海营销联盟”成立大会，闽沪3O多家企业http://www.stonebuy.com/enterprise/参加，初步搭建了营销联盟组织机构，推选了理事会领导成员、产生了理事长、常务副理事长、秘书长等人选，制订和完善有关机构和运作模式，并进一步修订完善细化《营销联盟台约》。

    (三)筹备出u企业http://www.stonebuy.com/enterprise/营销联盟组织。由厦门市石材http://www.stonebuy.com/商会组织人员对主要的出口http://en.stonebuy.com/生产基地、产品http://www.stonebuy.com/sample/、矿山品种进行调研，对生产成本测算，为出台出口http://en.stonebuy.com/产品http://www.stonebuy.com/sample/的最低指导价格做好基础工作，筹备成立出口http://en.stonebuy.com/企业http://www.stonebuy.com/enterprise/的营销联盟机构。

    (四)协助做好协会办公扩大会议工作。配合中国http://www.stonebuy.com石材http://www.stonebuy.com/工业协会，于11月7日在南安http://www.shicai.com.cn/水头http://www.shicai.com.cn/召开中国http://www.stonebuy.com石材http://www.stonebuy.com/工业协会会长力公扩犬会议．会议研讨了全国石材http://www.stonebuy.com/行业的现状，并针对部分石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/取消出口http://en.stonebuy.com/退税，研究了对策，提出规范国外市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html，合理提高石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/出口http://en.stonebuy.com/价格等有关工作。

    (五)在全省石材http://www.stonebuy.com/行业倡议提高出口http://en.stonebuy.com/产品http://www.stonebuy.com/sample/价格。为建立和完善出口http://en.stonebuy.com/秩序，维护和做好石材http://www.stonebuy.com/出口http://en.stonebuy.com/产品http://www.stonebuy.com/sample/的市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html自律，11月22日．由我会组织协调，泉卅市石业商会、厦门市石材http://www.stonebuy.com/商会、南安http://www.shicai.com.cn/、惠安、晋江、安溪、泉港区、惠安崇武全省九个石材http://www.stonebuy.com/协会、商会、十多家石材http://www.stonebuy.com/生产和贸易http://www.stonebuy.com/trade/公可共38人，在泉州http://www.zongyi.com.cn/市召开“关于调整石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/价格协调会”，经过研讨分析，与会人员这成共识，并一致通过向全省石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/和经销商发出《关于调整石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/价格的倡议书》．并向省有关部门、有关市县经贸等部门提出建议，请求予以监营。全省9个石材http://www.stonebuy.com/行业协会(商会)联盟，将对违反行规行约的企业http://www.stonebuy.com/enterprise/建立“黑名单”制度，存相关媒体、协会刊物进行曝光，指导企业http://www.stonebuy.com/enterprise/执行行规行约，做好价格自律和市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html规范。石业新闻 http://news.stonebuy.com 中国http://www.stonebuy.com石材http://www.stonebuy.com/网

三为行业和企业http://www.stonebuy.com/enterprise/做好有关协调服务等工作

    (一)组织企业http://www.stonebuy.com/enterprise/积极应对反倾销工作。为应对土耳其对我国石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/的反倾销诉讼，今年三月份由中国http://www.stonebuy.com石材http://www.stonebuy.com/工业协会牵头组织在厦门召开了应诉工作会，中国http://www.stonebuy.com五金矿产进出口http://en.stonebuy.com/商会等相关部门莅会指导，我省企业http://www.stonebuy.com/enterprise/积极应诉，担当应对土耳其的反倾销任务。厦门石材http://www.stonebuy.com/商会积极配合，组织厦门多家企业http://www.stonebuy.com/enterprise/应诉，经过了近半年的应诉工作，于今年十月份进行裁决，我会据理力争，会长许荣旗亲自参加裁决会并进行抗辩陈述，最终裁决取得比较满意的结果。

    (二)做好对部分石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/取消出口http://en.stonebuy.com/退税的协调工作。9月份，我会获悉财政部等5部委联合发出《关于调整部分商品出口http://en.stonebuy.com/退税率和增补加工贸易http://www.stonebuy.com/trade/禁止商品目录的通知》(2005—139号-文)，部分石材http://www.stonebuy.com/出口http://en.stonebuy.com/产品http://www.stonebuy.com/sample/列禁止类产品http://www.stonebuy.com/sample/目录并将取消出口http://en.stonebuy.com/退税。9月ls日下午许荣旗会长在厦门即召开出口http://en.stonebuy.com/企业http://www.stonebuy.com/enterprise/座谈会，研究对策。根据行业情况和企业http://www.stonebuy.com/enterprise/要求．在第一时间内起草文件向国家、省、厦门市等有关部门反映。出口http://en.stonebuy.com/退税的取消，将削弱我省石材http://www.stonebuy.com/出口http://en.stonebuy.com/产品http://www.stonebuy.com/sample/在国际市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html中的竞争力，对我省石材http://www.stonebuy.com/产业的出口http://en.stonebuy.com/优势以及国际市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html的开拓、产业发展、劳动就业等产生较大的影响。我会即深入泉州http://www.zongyi.com.cn/、厦门召开多场研讨会，及时通知企业http://www.stonebuy.com/enterprise/办好备案手续，并联系泉州http://www.zongyi.com.cn/等有关协会召开相关会议，研究对策，及时向省经贸委、国家、省政府等部门反映。省政府和省经贸委十分重视，以省政府的名义向国家五部委发文。11月2日．国家三部委重新公告．对石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/未再列入禁止娄加工贸易http://www.stonebuy.com/trade/目录，部分石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/的出口http://en.stonebuy.com/退税得以保留。我会在调研中，引导企业http://www.stonebuy.com/enterprise/寻找对策，抓好行业自律，规范市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html和经营行为。

    (三)进一步开拓和巩固欧洲石材http://www.stonebuy.com/市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html。12月8日，在南安http://www.shicai.com.cn/石材http://www.stonebuy.com/商会的配合下，我会组织部分石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/在南安http://www.shicai.com.cn/水头http://www.shicai.com.cn/召开“欧洲中国http://www.stonebuy.com采购中心(CCCE)建筑装饰材料与建筑机械http://www.stonebuy.com/machine/采购交流洽谈会”，请欧洲中国http://www.stonebuy.com采购中心北京办事处厦欧洲总裁亲自到会上介绍情况，为企业http://www.stonebuy.com/enterprise/向欧洲出口http://en.stonebuy.com/产品http://www.stonebuy.com/sample/搭建出口http://en.stonebuy.com/贸易http://www.stonebuy.com/trade/平台。

    (四)协助抓好“石材http://www.stonebuy.com/产业发展峰会”。存水头http://www.shicai.com.cn/国际“石博会”召开期间，配台做好石材http://www.stonebuy.com/产业发展峰会，邀请中国http://www.stonebuy.com石材http://www.stonebuy.com/协会、海关、当地政府及企业http://www.stonebuy.com/enterprise/界代表探讨对出口http://en.stonebuy.com/退税取消的应对峰会，取得较好效果。

    (五)积极为企业http://www.stonebuy.com/enterprise/反映取消出口http://en.stonebuy.com/退税的问题。根据龙海多棱公司反映，国务院关税税则委品会《关于调整部分商品进出口http://en.stonebuy.com/暂定税率的通知》(税委会[2006]30号)，对钢砂的出口http://en.stonebuy.com/商品暂定税率进行调整，并征暂定税率的10％的出口http://en.stonebuy.com/关税，对钢砂产品http://www.stonebuy.com/sample/出口http://en.stonebuy.com/带来很大影响。我会组织有关专家对该产品http://www.stonebuy.com/sample/的生产、工艺、质量进行调研、并广泛征询国内外相关行业对该产品http://www.stonebuy.com/sample/的认定及市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html需求，认为台金钢砂产品http://www.stonebuy.com/sample/是高新技术产品http://www.stonebuy.com/sample/，而且在国际市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html具有很强的竞争优势，把该产品http://www.stonebuy.com/sample/列八税则号“72051000”显然不妥，应列入免征进出口http://en.stonebuy.com/税则号的“73269010”合金钢系列制品。我会为企业http://www.stonebuy.com/enterprise/起草有关文件，并请求国家相关部门对砂锯用台金钢砂产品http://www.stonebuy.com/sample/给予准确认定，应按“两个密集型”企业http://www.stonebuy.com/enterprise/税收优惠政策继续给予支持。

    (六)为企业http://www.stonebuy.com/enterprise/引进设备做好产品http://www.stonebuy.com/sample/目录认证等工作。在中国http://www.stonebuy.com石材http://www.stonebuy.com/工业协会支持下，我会认真做好调研工作和对产品http://www.stonebuy.com/sample/目录的认证，为企业http://www.stonebuy.com/enterprise/做好申请免税等相关协调工作，在省经贸委的重视支持下，使这项工作获得圆满效果。www.stonebuy.com 中国http://www.stonebuy.com石材http://www.stonebuy.com/网

    (七)做好有关产品http://www.stonebuy.com/sample/的标准起草工作。积极申报石材http://www.stonebuy.com/砂锯钢砂、锯条两个产品http://www.stonebuy.com/sample/标准制订工作，目前经发改委办公厅以发改办工业[2006]1093号文件下达了“关于印发2006年行业标准项目计划的通知”，该两个产品http://www.stonebuy.com/sample/标准制订工作，已列入07年的工作计划。

    (八)配合做好矿山现场会的筹备工作。协助中国http://www.stonebuy.com石材http://www.stonebuy.com/工业协会，在我省召开全国石材http://www.stonebuy.com/矿山开采技术现场交流会。国土资源部、福建http://www.zongyi.com.cn/省经贸委、中国http://www.stonebuy.com石材http://www.stonebuy.com/工业协会、5个省级石材http://www.stonebuy.com/工业协会有关领导，全国24省93家大中型石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/代表共160人参加交流会和矿山现场会，会上推广应用了先进的金钢石串珠锯开采花岗石技术，该技术的应用可将石材http://www.stonebuy.com/开采成品军从目前的5％～7％提高至30％-33％，为规范、高效地开采利用石材http://www.stonebuy.com/资源提供了较好的经验。

四、加强协会自身建设

    (一)与闽南建材第一市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html台作将《海峡石材http://www.stonebuy.com/》杂志与《中国http://www.stonebuy.com石材http://www.stonebuy.com/城》期刊台并，实行强强联合，进一步推动信息化  建设，通过刊物的导向，为会员单位服务，及时报道行业及企业http://www.stonebuy.com/enterprise/信息．反映行业的呼声，不断充实刊物的内容，提高刊物的信息量．增强刊物可读性和实用性。

    (二)按“章程”要求定期召开有关会议，做好会员发展工作。建立和健全工作制度。积极团结和发展会员单位，做好我省有关市县石材http://www.stonebuy.com/协会之间的协调与交流工作，协助福州市组建石材http://www.stonebuy.com/协会等工作。
