中国石材工业协会2006年工作回顾和2007年工作要点

积极主动开展工作圆满完成各项任务

     2006年是我国实施“十一五”规划的开局之年，在国民经济持续、快速发展和国内外石材http://www.stonebuy.com/市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html需求稳步增长的大好形势下，我国石材http://www.stonebuy.com/工业克服了生产成本大幅提高、取消部分产品http://www.stonebuy.com/sample/出口http://en.stonebuy.com/退税等不利因素的影响，实现了生产与效益的同步增长。本会在中国http://www.stonebuy.com建筑材料工业协会的指导下，在广大会员单位的支持下，按照建立和谐社会对协会提出的三大任务，即：“提供服务、反映诉求、规范行为”的要求，紧紧围绕影响行业发展和企业http://www.stonebuy.com/enterprise/生产经营的重大问题，积极主动地开展工作，圆满完成了各项任务。

     一、强化服务意识，做好双向服务

     2006年是协会新一届理事会上任工作的第二年，面对国家治理整顿矿山开采秩序、地方政府积极做大做强的石材http://www.stonebuy.com/产业、企业http://www.stonebuy.com/enterprise/急需开拓国内外市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html等方面的要求，协会从提高服务能力和意识入手，组织开展了多种形式、多个导面的服务工作。

     1、协会秘书处坚持民主办会的原则，定期召开工作会议，努力提高服务意识，集体讨论各项主要工作，分头抓落实。根据企业http://www.stonebuy.com/enterprise/的要求和协会工作的需要，按照协会章程的有关规定，通过召开会员大会、理事会、会长办公会增补了12名理事和8名常务理事；正式成立了协会应用护理专业委员会；新吸收了37个会员单位；审议通过了石材http://www.stonebuy.com/行业知名品牌评价办法和石材http://www.stonebuy.com/行业技术革新奖管理办法。与此同时，协会《石材http://www.stonebuy.com/》杂志社进一步提高了刊物质量，中国http://www.stonebuy.com建材报石材http://www.stonebuy.com/专版和协会网站及时跟踪报道行业热点新闻，加强了协会信息服务工作。www.stonebuy.com/news

     2、按照国土资源部的要求，上半年组织开展全国石材http://www.stonebuy.com/资源合理开发利用先进矿山企业http://www.stonebuy.com/enterprise/的推荐活动，推荐了福建http://www.zongyi.com.cn/省福鼎市玄武石材http://www.stonebuy.com/集团为全国石材http://www.stonebuy.com/矿山的先进企业http://www.stonebuy.com/enterprise/；为了推广先进的石材http://www.stonebuy.com/矿山开采技术和经验，提高石材http://www.stonebuy.com/矿山的开采水平，11月初在福州市组织召开了全国石材http://www.stonebuy.com/矿山开采技术现场交流会，参会代表达到100多人，通过技术讲解、现场观摩等形式达到了相互交流、共同提高的目的。

     3、为总结“十五”期间石材http://www.stonebuy.com/行业的发展，表彰对石材http://www.stonebuy.com/行业发展有特殊贡献的杰出人物，组织开展了“十五”期间中国http://www.stonebuy.com 石材http://www.stonebuy.com/杰出人物评选活动，共有21人获得杰出人物称号，另有9人获得提名奖。在表彰“十五”杰出人物的同时，还组织召开了“十一五”石材http://www.stonebuy.com/工业发展研讨会，来自科研和规划部门及部分大企业http://www.stonebuy.com/enterprise/的负责人就“十一五”我国石材http://www.stonebuy.com/工业发展形势进行了交流与探讨。

     4、针对国家审计署提出的福建http://www.zongyi.com.cn/省23家石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/进口加工设备项目不符合国家产业政策、涉及800余万税款问题，协会应国家发改委、福建http://www.zongyi.com.cn/省经贸委的委托，对上述23家石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/进口设备及生产使用情况进行了调研，并向国家发改委作了专题报告，提出了这些进口设备符合国家产业政策的依据，使问题得到圆满解决。

     5、受广东省云浮市云城区政府的委托，协会会同中国http://www.stonebuy.com建材规划研究院为广东省云浮市制定了石材http://www.stonebuy.com/产业发展规划。4月份在云浮市主持召开了云浮石材http://www.stonebuy.com/产业发展战略论证会，10月份又在云浮市组织召开了“中国http://www.stonebuy.com人造合成石发展研讨会”，为云浮市石材http://www.stonebuy.com/产业的发展建言献策。

     6、根据广西岑溪市政府的要求，在认真考察、调研的基础上，为支持当地石材http://www.stonebuy.com/业的发展，授予了该市“中国http://www.stonebuy.com花岗岩之都”的称号。

     7、组织国家建材工业石材http://www.stonebuy.com/质量监督检验测试中心和环球石材http://www.stonebuy.com/集团等单位完成了国家海关总署、国家发改季下达的“石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/单耗核定方法的研究与探索”的课题研究，通过了由中国http://www.stonebuy.com建筑材料工业协会组织的项目验收。

　　8、根据中国http://www.stonebuy.com建材工业协会和全总机冶建材工会关于在全国建材系统开展申报和推荐技术革新奖的有关精神，在石材http://www.stonebuy.com/行业内组织开展技术革新奖的评选和推荐工作。共评出石材http://www.stonebuy.com/行业技术革新奖的一等奖四个、二等奖国个、三等奖四个，并将两个符合条件的一等奖项目上报全国建材行业“技术革新奖”奖励办公室。中国http://www.stonebuy.com 石材http://www.stonebuy.com/网－www.stonebuy.com-石材http://www.stonebuy.com/协会

　　9、针对土耳其对中国http://www.stonebuy.com 石材http://www.stonebuy.com/出口http://en.stonebuy.com/进行反倾销调查一事，秘书处与有关石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/先后到商务部和土耳其驻华使馆进行了沟通，得到了有关方面的理解和支持，但由于土耳其个别企业http://www.stonebuy.com/enterprise/的坚持和其贸易http://www.stonebuy.com/trade/保护的需要，还是对我国部分出口http://en.stonebuy.com/石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/裁定了一定的倾销税率。

　　10、与建材贸促会、北京华港展览公司合作成功举办了上海国际石材http://www.stonebuy.com/展览会，组织召开了有十余个国家和地区石材http://www.stonebuy.com/协会组织参加的世界石材http://www.stonebuy.com/峰会；积极参与支持了上海市石文化节及山东莱州、广东云浮、福建http://www.zongyi.com.cn/水头http://www.shicai.com.cn/举办的石材http://www.stonebuy.com/展会和交流活动；与韩国、日本有关石材http://www.stonebuy.com/协会组织的负责人在莱州举行了中日韩三国石材http://www.stonebuy.com/峰会；组织环球、康利、溪石、星烁锯业、华兴机械http://www.stonebuy.com/machine/等5家企业http://www.stonebuy.com/enterprise/参加了“第41届意大利国际石材http://www.stonebuy.com/加工及加工技术展览会”。

     二、开展调查研究，反映企业http://www.stonebuy.com/enterprise/呼声和要求。

     积极开展调查研究是做好协会工作的基础，反映企业http://www.stonebuy.com/enterprise/的正当诉求和合理要求是协会方不容辞的责任。2006年协会在这方面加大了工作力度，做了大量卓有成效的工作。

     1、在协会主要领导带领下，分别到广东、广西、河北、福建http://www.zongyi.com.cn/、四川、浙江、北京等省市的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/进行考察与调研，了解了各地石材http://www.stonebuy.com/工业的发展情况和企业http://www.stonebuy.com/enterprise/生产经营中遇到的一些问题，对各地石材http://www.stonebuy.com/工业的发展提出了建议，也为有的放矢的开展协会工作奠定了基础。

     2、针对企业http://www.stonebuy.com/enterprise/反映进口石材http://www.stonebuy.com/进关时进行放射性检测出，造成进口产品http://www.stonebuy.com/sample/压港、费用增加一事，协会多次与国家质检总局的有关部门联系，根据国家相关标准规定中没有对大理石放射性检测的要求，从技术层面和国外经验向他们说明有关情况，并向国家质检总局提交了“关于取消对天然大理石放射性监管的建议”报告。这些工作引起了政府部门的重视，正在认真研究解决这个问题。

     3、为限制高能耗、高污染、资源型产品http://www.stonebuy.com/sample/出口http://en.stonebuy.com/，政府有关部门要调整出口http://en.stonebuy.com/退税和加工贸易http://www.stonebuy.com/trade/政策，其中涉及部分石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/。协会对此高度重视，联合了部分地方协会和石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/分别从石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/生产能耗不高、污染不大、种用国内外“两种资源、两个市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html”等多方面，向国家发改委、财政部和商务部等部门汇报了行业情况，据理力争国家对石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/出口http://en.stonebuy.com/的政策支持，分别向有关部门提出了逐步降低出口http://en.stonebuy.com/退税率和保留石材http://www.stonebuy.com/加工贸易http://www.stonebuy.com/trade/的建议。2006年9月14日，财政部、国家发展改革委员会、商务部、海关总署、国家税务总局等五部委联合发布了《关于调整部分商品出口http://en.stonebuy.com/退税率和增补加工贸易http://www.stonebuy.com/trade/禁上类商品目录的通知》，其中对部分石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/取消出口http://en.stonebuy.com/退税，但2006年11月3日商务部、海关总署、国家环保总局公布的《加工贸易http://www.stonebuy.com/trade/禁止类商品目录》，采纳了我们的意见，未将石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/列入加工贸易http://www.stonebuy.com/trade/禁止类商品目录。中国http://www.stonebuy.com 石材http://www.stonebuy.com/网－www.stonebuy.com－石材http://www.stonebuy.com/新闻

     4、针对企业http://www.stonebuy.com/enterprise/反映在加工贸易http://www.stonebuy.com/trade/进口荒料时的尺寸丈量、单耗核定等方面存在争议的问题，协会邀请了国家海关总署和厦门海关、福州海关、泉州http://www.zongyi.com.cn/海关负责加工贸易http://www.stonebuy.com/trade/的有关人员同厦门泉州http://www.zongyi.com.cn/地区主要从事加工贸易http://www.stonebuy.com/trade/的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/进行座谈，就有关方面存在的问题进行沟通和交流，使政府有关部门初步了解了行业实际情况，理解了企业http://www.stonebuy.com/enterprise/的合理要求。

     5、为加快推进石材http://www.stonebuy.com/行业实施名牌战略，协夫积极向国家质检总局和国家名牌战略推进委中会反映了我国石材http://www.stonebuy.com/行业发展情况和石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/的重要性，提出了将石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/列入中国http://www.stonebuy.com名牌评价目录的建议，为争取将石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/列入2007年中国http://www.stonebuy.com名牌产品http://www.stonebuy.com/sample/评价目录做了前期准备工作。

     三、加强行业自律，规范企业http://www.stonebuy.com/enterprise/行为

     1、石材http://www.stonebuy.com/矿山开采与其他非金属矿山开采有着很大的区别，按照《国务院关于全面整顿和规范矿产资源开发秩序的通知》精神，为规范石材http://www.stonebuy.com/矿山开采企业http://www.stonebuy.com/enterprise/行为和提高开采技术水平，协会组织起草了《石材http://www.stonebuy.com/露天矿山技术规范》，6月份在厦门召开了审议会议，经进一步修改，现已上报国家发改委。另外，针对石材http://www.stonebuy.com/矿山的特殊性，为加强对石材http://www.stonebuy.com/矿山的管理，协会向国土资源部报送了“关于在矿山生产规模划分标准中增列石材http://www.stonebuy.com/矿山规模分标准的请示”，此事已得到国土资源的有关部门领导的认可。

     2、为规范行业的人才培训工作，积极帮助企业http://www.stonebuy.com/enterprise/培训人才，协会组织开展了石材http://www.stonebuy.com/生产工和石材http://www.stonebuy.com/护理工的职业技能鉴标准的编制工作，其中石材http://www.stonebuy.com/生产工的职业技能鉴定标准已上报国家有关部门审批，石材http://www.stonebuy.com/护理工的职业技能鉴定标准正在征求有关企业http://www.stonebuy.com/enterprise/的意见。

     3、在国家出台调整出口http://en.stonebuy.com/退税政策后，协会一方面积极引导企业http://www.stonebuy.com/enterprise/正确理解和贯彻国家的相关政策，另一方面组织企业http://www.stonebuy.com/enterprise/积极应付，呼吁企业http://www.stonebuy.com/enterprise/根据生产经营成本的提高，适当上调产品http://www.stonebuy.com/sample/价格，依法经营，制止低价倾销，维护行业和企业http://www.stonebuy.com/enterprise/的合法利益。协会的引导和呼吁得到了广大企业http://www.stonebuy.com/enterprise/的重视和响应，一些地方协会和企业http://www.stonebuy.com/enterprise/纷纷行动起来，采取措施克服不利影响。

     2007年是我国深入贯彻落实科学发展观、积极推进社会主义和谐社会建设的重要一年，也是石材http://www.stonebuy.com/行业在国家继续加强和改善宏观调控的大形势下，面对出口http://en.stonebuy.com/退税政策调整、人民币升值等因素的影响，如何进一步转变增长方式，节约资源，保护环境，实现可持续发展的关键一年。我们协会要牢固树立科学发展观和服务意识，引导行业和企业http://www.stonebuy.com/enterprise/从促进产业结构调整优化的基础上去谋发展，从注重资源和环境保护的前提下去谋发展，从减少消耗和提高效益上去谋发展，履行好推动和谐社会建设的社会责任。

     1、积极协助政府有关部门尽快批准发布《石材http://www.stonebuy.com/露天矿山技术规范》，修订石材http://www.stonebuy.com/矿山规模划分标准，在行业内做好宣传推广和组织实施工作，为企业http://www.stonebuy.com/enterprise/科学开采和政府部门加强石材http://www.stonebuy.com/矿册管理创造条件；要继续组织企业http://www.stonebuy.com/enterprise/开展石材http://www.stonebuy.com/矿山开采技术交流活动，推广先进的开采技术和经验，进一步促进我国石材http://www.stonebuy.com/矿山开采技术水平的提高，达到节约资源、何护环境的目的。

     2、积极配合有关方面加强行业标准的制修订工作，提高行业准入门槛，促进落后工艺和小企业http://www.stonebuy.com/enterprise/的淘汰；继续组织好行业技术革新奖和科技进步奖的评选和推荐活动，鼓励企业http://www.stonebuy.com/enterprise/开展技术创新；大力开展企业http://www.stonebuy.com/enterprise/管理方面的经验交流，推广先进企业http://www.stonebuy.com/enterprise/的管理经验，鼓励企业http://www.stonebuy.com/enterprise/苦练内功，提高企业http://www.stonebuy.com/enterprise/的整素质，并为企业http://www.stonebuy.com/enterprise/兼并联合和资源整合牵线搭桥，推进行业结构调整，提升行业集中度和整体水平。

     3、广泛组织对外交流与合作活动，增进与各国石材http://www.stonebuy.com/业界的相互了解，为企业http://www.stonebuy.com/enterprise/扩大出口http://en.stonebuy.com/搭建信息平台。除继续参与组织好北京国际石材http://www.stonebuy.com/展览会、莱州国际石材http://www.stonebuy.com/燕尾服览会、福建http://www.zongyi.com.cn/省水头http://www.shicai.com.cn/石材http://www.stonebuy.com/展贸大会、云浮石材http://www.stonebuy.com/展览会等活动外，积极引导企业http://www.stonebuy.com/enterprise/进一步调整出口http://en.stonebuy.com/产品http://www.stonebuy.com/sample/结构，增加高附加值产品http://www.stonebuy.com/sample/的出口http://en.stonebuy.com/比重，探讨与东南亚周边地区和发展中国http://www.stonebuy.com家的合作，支持企业http://www.stonebuy.com/enterprise/实施走出去发展战略。

     4、密切关注行业经济运行情况和企业http://www.stonebuy.com/enterprise/生产经营中遇到的突出问题，尤其是我国出口http://en.stonebuy.com/退税调整对行业扩大出口http://en.stonebuy.com/带来的影响，与各地石材http://www.stonebuy.com/协会加强合作，及时向政府有关部门反映企业http://www.stonebuy.com/enterprise/的呼声和要求，组织企业http://www.stonebuy.com/enterprise/依法经营、诚信经营，维护行业和企业http://www.stonebuy.com/enterprise/的合法利益。

     5、进一步加强行业整体形象宣传，积极游说政府有关部门，以增进社会各界对石材http://www.stonebuy.com/行业的了解和支持；加大石材http://www.stonebuy.com/行业名牌产品http://www.stonebuy.com/sample/培育力度，在行业内组织开展名牌产品http://www.stonebuy.com/sample/评价活动，争取将装饰石材http://www.stonebuy.com/产品http://www.stonebuy.com/sample/列入中国http://www.stonebuy.com名牌产品http://www.stonebuy.com/sample/评价目录，并协助做好中国http://www.stonebuy.com名牌产品http://www.stonebuy.com/sample/的评价工作。

     6、全面组织展开行业人才培训工作，重点组织好石材http://www.stonebuy.com/生产工和石材http://www.stonebuy.com/护理工两个工种的职业技能培训及鉴定工作，并根据企业http://www.stonebuy.com/enterprise/的要求，积极组织开展石材http://www.stonebuy.com/开采、加工、营销等方面管理人员的培训工作。news.stonebuy.com

     7、继续做好《石材http://www.stonebuy.com/》杂志、中国http://www.stonebuy.com建材报石材http://www.stonebuy.com/专版的编辑、出版、发行工作，提高协会网站的运行质量，为行业和企业http://www.stonebuy.com/enterprise/提供更多、更好、更加及时的信息服务。

     8、加强协会组织建设，积极发展新会员，组建成立协会人造石专业委员会和石材http://www.stonebuy.com/机械http://www.stonebuy.com/machine/与工具专业委员会；进一步充实协会工作人员队伍，提高服务能力。
