    据厦门市贸发局有关人士介绍，近日，商务部和海关总署联合下文，从2005年1月1日起，我国石材http://www.stonebuy.com/荒料进口关税将由目前的4％下降到1％。泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/的出口http://en.stonebuy.com/行情看涨。

    据了解，我国是世界第二大石材http://www.stonebuy.com/制品出口http://en.stonebuy.com/国、第五大天然石材http://www.stonebuy.com/进口国，石材http://www.stonebuy.com/进口额占世界的16％，而以厦门、泉州http://www.zongyi.com.cn/等闽南地区为主要生产基地的福建http://www.zongyi.com.cn/省，则是中国http://www.stonebuy.com石材http://www.stonebuy.com/第一大省。

    厦门海关的统计数据显示，2003年，厦门口岸石材http://www.stonebuy.com/进出口http://en.stonebuy.com/额为10.11亿元，占全国比重的60％，其中石材http://www.stonebuy.com/出口http://en.stonebuy.com/额为7.03亿元，在全国的比重达到64％，连续多年居全国首位。

    通过厦门关区进出口http://en.stonebuy.com/的石材http://www.stonebuy.com/，泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/占据了五六成的份额。石材http://www.stonebuy.com/荒料进口关税将由目前的4％下降到1％的消息传出后，引起了许多泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/的关注。

    经过几年的快速发展，南安http://www.shicai.com.cn/市水头http://www.shicai.com.cn/镇已经和广东银湖、江苏万石、山东莱州并列为中国http://www.stonebuy.com四大石材http://www.stonebuy.com/加工基地，在规模、品种、名气等方面，水头http://www.shicai.com.cn/位居四大石材http://www.stonebuy.com/加工基地之首。

    国家公路穿过南安http://www.shicai.com.cn/水头http://www.shicai.com.cn/，这给水头http://www.shicai.com.cn/人提供了施展才华的空间。据总部设在南安http://www.shicai.com.cn/水头http://www.shicai.com.cn/的福建http://www.zongyi.com.cn/省华辉石业股份有限公司总经理助理吕国专介绍，国家公路穿过水头http://www.shicai.com.cn/，水头http://www.shicai.com.cn/人受此影响，在上世纪90年代开始做石材http://www.stonebuy.com/生意，不过，那个时期属于小打小闹。

    2000年是一道分水岭，从那时起，水头http://www.shicai.com.cn/全民做石材http://www.stonebuy.com/，石材http://www.stonebuy.com/生意热闹非凡，大约2年后，水头http://www.shicai.com.cn/就奠定了中国http://www.stonebuy.com最大石材http://www.stonebuy.com/加工基地的江湖地位。

    四年后的今天，水头http://www.shicai.com.cn/俨然成为中国http://www.stonebuy.com石材http://www.stonebuy.com/加工的"王国"，国内外的石材http://www.stonebuy.com/客商云集水头http://www.shicai.com.cn/，一派盛世景象。

    在石材http://www.stonebuy.com/加工方面，泉州http://www.zongyi.com.cn/市除了南安http://www.shicai.com.cn/水头http://www.shicai.com.cn/早已扬名江湖外，惠安崇武镇也小有名气，泉州http://www.zongyi.com.cn/市泉港区亦初具规模。

    泉州http://www.zongyi.com.cn/市泉港区石材http://www.stonebuy.com/同业公会常务副会长陈金华告诉记者，泉港区的石材http://www.stonebuy.com/加工业逐步发展起来，于2004年9月16日成立了泉州http://www.zongyi.com.cn/市泉港区石材http://www.stonebuy.com/同业公会，现有68家会员企业http://www.stonebuy.com/enterprise/。

    据陈金华介绍，南安http://www.shicai.com.cn/水头http://www.shicai.com.cn/主要是经营各类石材http://www.stonebuy.com/加工，尤其是大理石，而惠安崇武镇大多数是专业做墓碑，泉港区的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/加工花岗岩的占多数。

    那么在泉州http://www.zongyi.com.cn/市，有多少企业http://www.stonebuy.com/enterprise/经营石材http://www.stonebuy.com/呢？

    泉州http://www.zongyi.com.cn/市石材http://www.stonebuy.com/商会的相关负责人表示，泉州http://www.zongyi.com.cn/的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/至少有3000家，南安http://www.shicai.com.cn/水头http://www.shicai.com.cn/有到工商部门登记注册的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/2000多家、泉港区近100家、惠安崇武镇近1000家。他说，这个数据只是保守估计，还有很多家庭作坊没有统计进去。但是，泉州http://www.zongyi.com.cn/的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/大部分是中小企业http://www.stonebuy.com/enterprise/，年产值超5000万元的企业http://www.stonebuy.com/enterprise/不会超过100家。

    厦门市石材http://www.stonebuy.com/商会会长许荣旗赞同这位负责人的说法，他说泉州http://www.zongyi.com.cn/的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/和厦门的情况差不多，中小企业http://www.stonebuy.com/enterprise/占据主流，真正上规模的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/很少，这导致竞争无序、产品http://www.stonebuy.com/sample/雷同、价格下跌、利润下降等等，严重影响了泉厦石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/做强做大。他说，目前厦门市有注册的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/有500多家，而经营石材http://www.stonebuy.com/贸易http://www.stonebuy.com/trade/的企业http://www.stonebuy.com/enterprise/就更多，但年产值超亿元的只有50家左右。

     ●影响篇

    石材http://www.stonebuy.com/进出口http://en.stonebuy.com/行情看涨

    石材http://www.stonebuy.com/荒料进口关税从2005年1月1日起下降到1％，对泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/产生什么样的影响？

    吕国专表示，运费和原材料等上涨很厉害，许多石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/生存艰难，关税下降到1％可谓是一场及时雨。

    吕国专介绍说，由于国家宏观调控，钢材、铁矿、砂等的相对需求增大，造成运力紧张，运输成本自然扶摇而上，加上去年6月治理超载以来，原先超载的船运运量减少，运费成本压力大增，石材http://www.stonebuy.com/荒料、产品http://www.stonebuy.com/sample/的运输成本和费用急剧上升，保守估计，涨幅在40％以上。从厦门口岸运输到南安http://www.shicai.com.cn/水头http://www.shicai.com.cn/，据估算，目前每立方米石材http://www.stonebuy.com/荒料运到水头http://www.shicai.com.cn/，运输成本增加了150元左右。同时，石材http://www.stonebuy.com/加工的配套材料，如机械http://www.stonebuy.com/machine/配件、包装材料、磨具磨料也在跟着涨价，许多企业http://www.stonebuy.com/enterprise/特别是中小企业http://www.stonebuy.com/enterprise/压力很大。

    据了解，先前的石材http://www.stonebuy.com/荒料关税按4％征收，2005年1月1日起下降到1％后，将在一定程度上给石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/减压。

    吕国专表示，华辉石业公司所用的大理石全部是进口的，一年的进口额为8000万元左右，按4％的关税来算，一年要支出320万元，而下降到1％后，关税支出为80万元，一年节省240万元，这是一笔不小的费用。企业http://www.stonebuy.com/enterprise/规模在南安http://www.shicai.com.cn/水头http://www.shicai.com.cn/位列前几名的福建http://www.zongyi.com.cn/省东升石业股份有限公司总经理王先生表示，他还没听说石材http://www.stonebuy.com/荒料进口关税下降到1％的消息，但对此持欢迎态度。他说，现在不少石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/的利润在下降，能节省几十万、几百万元，是一个不小的收获。

    进口关税由4％下降到1％，对于所有的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/而言是否都是利好消息？

    南安http://www.shicai.com.cn/宗艺石材http://www.stonebuy.com/公司办公室洪主任认为，关税下降对公司的影响不大，因为公司并没有直接进口石材http://www.stonebuy.com/，而是到厦门口岸向那些进口量大的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/购买石材http://www.stonebuy.com/荒料。南安http://www.shicai.com.cn/港龙石材http://www.stonebuy.com/公司办公室黄主任也认为，关税下降对公司的影响不是很大，并不是很在意。

    泉州http://www.zongyi.com.cn/市石材http://www.stonebuy.com/商会有关负责人认为，关税降到1％，对那些石材http://www.stonebuy.com/荒料进口量大的企业http://www.stonebuy.com/enterprise/影响比较大，对没有进出口http://en.stonebuy.com/经营权、向石材http://www.stonebuy.com/贸易http://www.stonebuy.com/trade/公司及大型石材http://www.stonebuy.com/加工企业http://www.stonebuy.com/enterprise/购买石材http://www.stonebuy.com/荒料的中小型石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/也有一定影响，因为关税下降后，进口成本降低了，石材http://www.stonebuy.com/荒料的市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html价格也会相应下降一些；但对进口量少或者采用国产石材http://www.stonebuy.com/荒料的企业http://www.stonebuy.com/enterprise/来说，那几乎是没有什么影响。

    泉州http://www.zongyi.com.cn/市泉港区石材http://www.stonebuy.com/同业公会常务副会长陈金华的看法则是，南安http://www.shicai.com.cn/水头http://www.shicai.com.cn/缺乏石材http://www.stonebuy.com/资源，所需石材http://www.stonebuy.com/荒料大部分是从意大利、西班牙、土耳其、希腊、芬兰、挪威、南非、巴西、印度等国家进口，关税对他们的影响很大；惠安崇武的石雕石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/的石材http://www.stonebuy.com/荒料既有国产的，也有进口的，影响次之；而泉港的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/几乎是采用国产的石材http://www.stonebuy.com/荒料，没什么影响。

    厦门市贸发局外贸处处长陈守碰表示，石材http://www.stonebuy.com/荒料进口关税从4％下调到1％，使厦门和泉州http://www.zongyi.com.cn/的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/降低成本，增强出口http://en.stonebuy.com/竞争力，也会获得更多的订单，有利于企业http://www.stonebuy.com/enterprise/更好地发展，也能巩固闽南作为全国石材http://www.stonebuy.com/生产、出口http://en.stonebuy.com/基地的地位。

    泉州http://www.zongyi.com.cn/市石材http://www.stonebuy.com/商会王会长认为，在厦门口岸通关的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/中，泉州http://www.zongyi.com.cn/的占据了大部分，但随着竞争加剧，水头http://www.shicai.com.cn/作为中国http://www.stonebuy.com最大的石材http://www.stonebuy.com/生产基地的优势日益减弱，石材http://www.stonebuy.com/荒料进口关税降为1％，泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/的成本降低，竞争力将得到加强，石材http://www.stonebuy.com/进出口http://en.stonebuy.com/量会增加不少，泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/业将更加繁荣昌盛。同时，会有新的泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/加入到进出口http://en.stonebuy.com/的行列，这对泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/的强大起到了一定的推动作用。

    关税下调加速行业洗牌

    厦门市石材http://www.stonebuy.com/商会会长许荣旗介绍，前几年，厦门和泉州http://www.zongyi.com.cn/的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/基本上处于前店后厂的关系。厦门企业http://www.stonebuy.com/enterprise/大多数做石材http://www.stonebuy.com/贸易http://www.stonebuy.com/trade/，接到订单后，交给南安http://www.shicai.com.cn/水头http://www.shicai.com.cn/、惠安崇武的石材http://www.stonebuy.com/加工企业http://www.stonebuy.com/enterprise/加工。经过几年的发展，这个秩序被打破了：生产型企业http://www.stonebuy.com/enterprise/向前走、贸易http://www.stonebuy.com/trade/型企业http://www.stonebuy.com/enterprise/向后走，也就是说，泉州http://www.zongyi.com.cn/的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/随着规模扩大、实力增强，开始接触市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html和客户，也走上了贸易http://www.stonebuy.com/trade/加工混合发展的道路；而原先做石材http://www.stonebuy.com/贸易http://www.stonebuy.com/trade/的厦门企业http://www.stonebuy.com/enterprise/也不满足于贸易http://www.stonebuy.com/trade/，在厦门、南安http://www.shicai.com.cn/水头http://www.shicai.com.cn/、惠安崇武等地设立石材http://www.stonebuy.com/加工厂。

    现在的局面是，只要有能力，无论是泉州http://www.zongyi.com.cn/还是厦门的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/，一手抓贸易http://www.stonebuy.com/trade/，一手抓加工，两手都硬，造成市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html拥挤，竞争过度，价格下滑，利润下跌，大家的日子都没有以前好过。

    吕国专说，现在的石材http://www.stonebuy.com/市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html竞争过于激烈，挺混乱的，挤压掉了不少的利润。同时，大多数企业http://www.stonebuy.com/enterprise/规模偏小，产品http://www.stonebuy.com/sample/过于单一，在与外地及国外企业http://www.stonebuy.com/enterprise/的竞争中，越来越不利。另外，泉州http://www.zongyi.com.cn/大多数石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/只顾埋头苦干，忽视了品牌建设，导致缺乏竞争后劲。还有一个不能忽视的因素是，泉州http://www.zongyi.com.cn/的石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/从国外进口石材http://www.stonebuy.com/荒料后，产品http://www.stonebuy.com/sample/很难返销到原料产地，国际贸易http://www.stonebuy.com/trade/壁垒森严，跨越过去的难度不小，那只能是增加国内市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html的产品http://www.stonebuy.com/sample/投放，这样，国内市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html的竞争更激烈了，企业http://www.stonebuy.com/enterprise/所付出的代价也更大了。可以说，泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/面临着内忧外患的困境。因此，他预言：两三年后，泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/业将引发大洗牌，到时将会有一大批企业http://www.stonebuy.com/enterprise/不复存在。

    厦门市石材http://www.stonebuy.com/商会会长许荣旗认为，泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/已经到了行业变革的时候了，现阶段的重点是施行差异化战略，用他的话说，就是大企业http://www.stonebuy.com/enterprise/走向规模化经营、中小企业http://www.stonebuy.com/enterprise/要建立自己的特色，其实，厦门石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/面临的问题和泉州http://www.zongyi.com.cn/同行相似，也应该如此。他说，前几年，泉厦石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/普遍实施低成本战略，但到了一定阶段后，成本、价格、制作工艺、材料等趋同，行业平均利润下降，只有施行差异化战略才能拥有比较大的发展空间。

    厦门大学经济学院林擎国教授认为，关税下降到1％对泉州http://www.zongyi.com.cn/石材http://www.stonebuy.com/企业http://www.stonebuy.com/enterprise/来讲是一件好事，不仅降低了成本，而且促进了对国外资源的利用。但是，对于没有进口石材http://www.stonebuy.com/荒料的企业http://www.stonebuy.com/enterprise/而言，则是增加了竞争压力，会促进行业结构调整，加速优胜劣汰。

    林擎国教授表示，从宏观角度来讲，泉州http://www.zongyi.com.cn/市政府要加大对石材http://www.stonebuy.com/业的扶持力度，使行业合抱成团，减少内耗，一致对外；中观的角度是，行业协会要真正发挥作用，引导企业http://www.stonebuy.com/enterprise/向何处发展，同时可以帮助企业http://www.stonebuy.com/enterprise/对外开展业务，例如，以协会名义和船运公司、原料出口http://en.stonebuy.com/公司等签订协议，降低各种成本；微观层面就是，企业http://www.stonebuy.com/enterprise/的负责人及骨干要尽快提高素质，建立现代企业http://www.stonebuy.com/enterprise/制度，创新产品http://www.stonebuy.com/sample/，打造知名品牌，增强市场http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html竞争力。
